Responsibilities This position is located in the Office of the Deputy Assistant Secretary for Economic Development, Office of Community Planning and Development. The Office of Community Planning and Development (CPD) supports the Department's efforts to help create cohesive, economically healthy communities. CPD is responsible for maintaining current information on housing needs, market conditions, and existing programs, as well as conducting research on priority housing and community development issues. Strategic Planning: Develop and execute comprehensive economic development strategies that support CPD's mission and objectives. Conduct thorough analyses of economic data and trends to guide policy and program decisions. Engage with stakeholders to identify community needs and potential areas for economic enhancement. Project Management Oversee economic development projects from conception to completion. Formulate project plans, including timelines and budgets. Track project progress and make necessary adjustments to ensure objectives are met. Generate detailed reports and presentations on project milestones, outcomes, and impacts. Coordinate communication and collaboration among project stakeholders. Community Project Funding (CPF) Program Development Assist in the design and establishment of a new CPF Program to support economic development projects in targeted communities. Create program guidelines, application procedures, and evaluation metrics. Optimize the use of limited resources to ensure the program's effectiveness and reach. Collaborate with internal and external partners to facilitate the successful initiation and continuation of the CPF Program. Perform other duties as assigned. Requirements Conditions of Employment Qualifications MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative addressing each MTQ separately, not to exceed one (1) page per MTQ. You must fully address each MTQ to be rated for further consideration. To meet the minimum qualifications for this position, candidates must possess a minimum of one year of specialized experience at or equivalent to grade level GS-15. Specialized experience is defined as the demonstrated ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below. All applicants are required to address each of the MTQ statements. Your responses must demonstrate possession of these qualifications, and be supported by your resume. Please provide thorough examples that are clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. You will not be considered for this position if you fail to submit qualification statements specifically addressing each MTQ requirement. Failure to meet any of the MTQs will eliminate you from further consideration. Each narrative must not exceed one pages per MTQ. Mandatory Technical Qualifications (MTQs): MTQ1 - Demonstrated experience in economic development and related policies and data to advance housing, job creation, and opportunities in underserved communities. MTQ2 - Advanced knowledge of grants and other financing tools that help low-income communities have greater access to housing and economic development capital and technical assistance. MTQ3 - Proven ability to work effectively with a diverse range of internal and external stakeholders, including Congress, OMB, community organizations, government entities, and private sector partners. Time-in-grade requirements do not apply to SL positions. Qualification requirements must be met by the closing date of this announcement. Education This job does not have an education qualification requirement.
