Senior Advisor for Supply Chain
Summary This position is responsible to the Deputy Assistant Secretary of Defense for Logistics, within the Office of the Under Secretary for Defense for Acquisition and Sustainment. The position serves as the primary senior advisor and technical expert on inventory management matters and is responsible for the development, coordination, implementation, execution, and maintenance of policies, processes, procedures, and performance measures for all DoD supply and equipment management activities. Responsibilities Major duties and responsibilities include, but are not limited to: Advises the Deputy Assistant Secretary of Defense for Logistics, Assistant Secretary of Defense for Sustainment and the Under Secretary of Defense for Acquisition and Sustainment on guidance, direction and oversight of the entire DoD supply chain--including developing, updating, and enforcing policies codified in 61 DoD publications for all classes of supply and equipment matters including representing relevant matters at executive governance forums. Develops and evaluates Defense Working Capital Fund (DWCF) activities to ensure cash solvency; assess and brief DWCF Component plans to reduce costs and improve projections of orders, cost, revenue, and cash to the Deputy Secretary of Defense (DSD); create and automate reporting of DWCF Component Business Health Metrics and brief the DSD on mitigation efforts to address cash issues. Reports on Department-level inventory management, supply cataloguing, provisioning, distribution, packaging policies, asset visibility and tracking, and supply chain performance measures reporting. Identifies and supports implementing actions that enable the Department's ability to pass Financial Audits under the Financial Improvement and Audit Readiness program for inventory and related property; operating materials and supplies; general property, plant, and equipment; and the Joint Strike Fighter (F-35) accountable areas as well as directly responsible for answering significant and regular Congressional inquiries, Government Accountability Office audits, DoD Inspector General and media inquiries. Guides the review, interpretation, and application of Congressional and Office of Management and Budget weapon system supply management and inventory program regulatory guidance and instructions (policy and resources) to determine impact on the Department's functional operations. Demonstrated experience providing supply chain management guidance, policy coordination, and performance assessment of all classes of supply and equipment management activities across diverse operating locations from front-end concept exploration through delivery to support the Defense Components, Combatant Commanders, and other federal agencies worldwide. 2. Demonstrated experience in considering all enterprise factors, including technical, environmental, security, administrative, resource, and whole-of-government feasibility and impacts to global end-to-end supply, equipment, and logistics support for military missions and materiel management within the DoD. 3. Extensive knowledge of complex analysis and strategic studies to identify, analyze, and conceptualize logistics and revolving fund business ideas, innovative solutions, and alternatives that involve improved business processes, practices, and decision making. Time in grade is not required for Senior Level (SL) position. Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active-duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
