Senior Advisor for Zero Trust Portfolio Management Office
Summary This position is located in the Office of the DoD Chief Information Officer (DoD CIO), within the Deputy CIO for Cybersecurity, the DoD Chief Information Security Officer. The DoD CIO is the Principal Staff Assistant and advisor to the Secretary and Deputy Secretary of Defense for information technology, including national security systems, information resources management matters. Responsibilities The incumbent serves as the Senior Advisor for the Zero Trust Portfolio Management Office (ZT PfMO) to the DoD Chief Information Officer (CIO), Principal Deputy CIO, and DCIO Cyber Security (CS) on all matters related to ZT technical implementation, architectures, research and development, industry best practices, technical standards, and commercial technology trends. Major duties and responsibilities include, but are not limited to: Serves as a principal advisor in the development and implementation of ZT architectures and leverages his/her government and/or industry experience and expertise to facilitate the design, deployment and maintenance of a DoD ZT cybersecurity architecture that enables DoD command, control, communications, and computers/cyber (C4) in the face of a capable cyber adversary. Applies broad knowledge of government and/or commercial industry practices, policies, procedures, techniques and requirements to develop timely and executable plans of action. Develops and implements a commercial and industry outreach strategy for the DoD Chief lnformation Security Officer, identifying areas of high potential for adoption of ZT commercial technology cybersecurity solutions; United States Government research and development solutions; and government and/or commercial best practices. Develops a comprehensive Department-wide strategies, architectures and implementation plans for key enterprise security systems supporting ZT architecture, including Identity Credential and Access Management, data-centric security root of trust, mission enclave virtualization and enterprise cross domain solutions. Leads and fosters the development of CS partnerships with key stakeholders, including United States Cyber Command/Joint Force Headquarters-Department of Defense Information Network, National Security Agency, Defense Information Systems Agency, regional Combatant Commands, Military Departments, and the intelligence community. Identifies and implements key strategic initiatives that will improve the Department's cybersecurity posture, while simultaneously creating a partnership with the Department of Homeland Security and other government agencies to improve cybersecurity support to critical infrastructure. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Demonstrated knowledge and experience in implementing ZT principles within the areas of AI, enterprise cloud computing, and cybersecurity initiatives within the Federal government; a state or local government; or a large corporation. 2. Expert knowledge of Federal Cybersecurity and National Security System policies and procedures; information system security engineering (ISSE) expertise; and expert knowledge of enterprise cybersecurity security architectures, and supporting tools and technologies. 3. Expert knowledge of- and extensive experience with- government and/or commercial/industry IT policies and programs and the background issues related to the development and sustainment of these policies and programs. Time in grade is not required for Senior Level (SL) position. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
