We have an excellent opportunity for a Senior Analyst, Global Trade to support the Land & Air Defense Systems (LADS) Global Trade team, mainly located in Tewksbury, Massachusetts. This role is set to support a very high-volume portfolio of the business that focuses on pursuits aligned with the U.S. Army mission space. Our exciting portfolio includes many products in high demand worldwide, primarily Global Patriot and the Short & Medium-Range Ground Based Air Defense (SMGBAD) program areas, and provides immense opportunity for meaningful support to the company’s mission.

This role will participate in the preparation, submittal, tracking, obtaining and managing from the U.S. government, all necessary export and import licenses, permits, certifications, and technology release determinations – to include Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLAs) and other export license authorization types by working closely with internal customers to develop export and import approvals that allow for the efficient export of technology, technical data, hardware, and services.

What You Will Do

​Assist in developing licensing plans and provides guidance for complex licensing strategy and program planning;

Learn Raytheon’s interpretations under the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control Regulations (OFAC) and the Bureau of Alcohol, Tobacco and Firearms (ATF) regulations

Ensure review of the scope of the effort with the applicable functions, stakeholders and the foreign parties prior to submittal

Obtain signed agreements and other required documentation from foreign parties (e.g., DSP-83s, ITAR NDAs, etc.) as applicable

Provide status updates to the programs/stakeholders for awareness

Review approvals to ensure execution and deliverables are considered

Manage day-to-day execution of agreements and licenses with oversight by Global Trade Manager, or Empowered Official, ensuring compliance for all activities under the agreements and licenses

Monitor authorizations for any changes effecting the authorizations and taking action upon knowledge of the change

Assure regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions

Maintain applicable trade compliance records in accordance with regulatory requirements

Contribute to learning and audit assessment programs to ensure implementation and effectiveness of internal control

Assist in identifying compliance concerns to the Manager, Global Trade Operations Compliance, by identifying errors and areas requiring improvement and implementing corrective actions to resolve problems

Support management in investigating and resolving compliance matters, audits and investigations

Apply international trade regulations to real-life situations to enable international business to support programs

Support the handling of complex licensing issues - permanent and temporary export licenses, temporary import licenses (unclassified and classified) that arise

Deliver training as required for employees engaged in international business activities

Qualifications You Must Have

Typically requires a University Degree or equivalent experience and minimum 2 years of prior relevant experience, or an Advanced Degree in a related field OR in absence of a degree, 5 years of relevant Global Trade experience is required

Experience in business or contracts or supply chain or international business

Ability to obtain and maintain a U.S. government issued security clearance is required

U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Broad Export/Import experience and increasing responsibility (licenses, agreements, compliance, and transactional activities and application of regulations (ITAR, EAR, Customs))

Strong time management, prioritization, analytical and organizational skills, with ability to meet deadlines and achieve desired results

Problem solver, able to work under time sensitive circumstances, collaboratively or independently

Demonstrated ability to collaborate with multiple business functions for success

Strong communicator to develop and conduct stand-up training

The salary range for this role is 64,000 USD - 128,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
