We are looking for a professional with a senior level of experience and expertise. This individual will not have management responsibilities, but should expect to work with multiple levels of the agency.
Analyst will be responsible for all tasks associated with the discovery and detailed requirements of various DMV/FACE projects
• Responsible to participate in all aspects of Agile development team; must be a positive contributor to team in a co-located environment
• Professionally challenge conventional thinking and stimulate new ways of thinking within the business environment
• Flexibility to change course as needs demand
• Functions as lead business liaison for detailed requirements gathering and approvals
• Prepares analysis and makes recommendations for changes in process, reporting and management of applications/systems
• Review documentation of other applications in the department for inclusion in the system
• Facilitates Business User meetings
• Provides SME support to development and QA tester resources
• Formulates design documents, and implements new process, system, methods and procedures to promote efficiency, improve the basis for decision making and prevent operational problems
• Translate IT system implications into supporting business processes
• Aid in development of prototypes for related user training documentation and system Help functions
• Provides regular updates to IT Project Manager and Program Manager
• Complete work in time / effort budget. Provide proactive update to IT Project Manager and Program Manager if timelines or effort estimate are in jeopardy
• Contribute to definition and monitoring of standards, guidelines and processes for software development
• Flexible, with the ability to work in a dynamic environment comprehending multiple points of view
• Proven effectiveness in use of analytical tools with attention to detail coupled with solid organizational skills
• Experience with requirements gathering and documentation
• Experience with nTier application architecture to understand requirement complexity and fit
• Experience with Visual Studio Team Foundation Server or equivalent desirable
• Ability to champion agency perspectives with strong inter-personal and negotiating skills
• Have a strong working knowledge of an IT environment and the ability to document new business processes using such formats as process diagrams and swim lane flowcharts
• Working knowledge of process models and approaches
• Ability to use personal computers and software including Microsoft® Excel, Word, and Visio®
• Development experience a plus
• Minimum Level of Education: Bachelor degree in a business or technical area, preferably Computer Science or Business Information Technology
