Summary The primary purpose of the position is to serve as an individual contributor on an engagement team performing the full range of analyst duties independently. The incumbent serves as a GAO Band IIB Analyst in Charge (AIC). Typical assignments require the resolution of critical problems affecting the work of other experts or major aspects of GAO programs, engagements, or other activities. Audit work performed is in support of GAO engagements requiring access to classified information. Responsibilities Typical duties include: The Band IIB Analyst must frequently interpret nonspecific guidelines and develop applications to specific assignments. - Serves as Analyst in Charge of an engagement team. Plays a major role in developing the design matrix for completing the project. Prioritizes the work to ensure milestones are met. Assigns work to team members to include expectations and deadlines for completing the assignment. Coaches, mentors, and trains engagement team members. - Collects and analyzes data from a variety of sources. Based on requests from congressional offices, selects, organizes, and presents information and analysis regarding such issues, organizing the material to properly identify biased information or data when it may affect the possible conclusions that may be drawn from the report. Dealing with voluminous and conflicting information, selects and analyzes material that will aid in defining problems and more clearly present the wide variety of issues; decides on form, content, scope, and depth of response; compares and presents options. - Determines authoritativeness of facts. Analyzes them to discern interrelationships and decides on thoroughness of information to be used in the report. Provides factual and analytical information in a clear, balanced manner for use in the report. - On occasion may perform as an individual contributor based on the incumbent's unique knowledge, skills, and abilities. - Provides factual and analytical information in a clear, balanced, manner to use in a report to be submitted to Congress. - Drafts segments of the written report and conducts indexing and referencing to ensure validity of findings. - Performs other duties as assigned. Requirements Conditions of Employment You must meet all qualification requirements by the effective date of promotion. Must be a current GAO employee on a permanent appointment. Team DCM has 2 Band IIB promotion opportunities. These positions may be filled in Washington, D.C., Atlanta, GA, Dallas, TX, or Norfolk, VA. Team HSJ has 1 promotion opportunity and it may only be filled in Washington, D.C. ****Individuals selected for these positions will work predominantly on national security engagements. Employees selected for this position will be required to work in the office to accomplish classified work. Qualifications Band IIB Must be a full-time or part-time GAO employee on a permanent appointment. In addition, employees must have a minimum of 52 weeks of GAO experience, equivalent to at least the next lower band level (PE-IIA, PT-II, PT-III, PA-II, MS-I) in a position focused on conducting research, quantitative and qualitative analysis, or program evaluations by May 18, 2025 (effective date of promotions). Education There is no education requirement for this position. Depending on the mission team, this position requires the employee to report to the GAO HQ (Washington DC) or Field Office buildings located in select field offices to work with classified materials, as mission needs require. Work will be performed in a secure environment. The employee may be permitted to telework per agency telework policy; however, the ability to telework will be limited. If you have an approved Flexible Work Agreement (FWA) and you are selected for promotion, you must complete and submit a new flexible work application for approval. Your new flexible work arrangement will be reviewed and decided based on Agency policy governing these arrangements. Travel and relocation expenses will not be paid for by the GAO. BARGAINING UNIT STATUS: This position is included in the bargaining unit.
