Senior Analyst (National Security)
Summary GAO supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. GAO, commonly referred to as the investigative arm of Congress, or the congressional watchdog, is independent and nonpartisan. GAO assists Congress in making informed decisions by providing information on policy and program issues, as well as by providing recommendations to make government more effective and responsive. Responsibilities Typical duties include: As an individual contributor, develops design matrix and researchable questions independently or in conjunction with engagement team members and a methodologist. Collects and analyzes data from a variety of sources including interviews with agency managers and program officials. Reviews program documents, reports and data. Selects, refines, organizes, and presents information and analysis in support of engagement objectives. In collaboration with other engagement team members and based on consultation with the AIC and Assistant Director (AD), decides on form, content, scope, and depth of analysis. Evaluates and analyzes data to determine relevance and reliability through referencing and indexing. Develops findings and recommendations and prepares written products that provide factual and analytical information in a clear, balanced manner that meet the needs of congressional clients and conform to all audit requirements and quality standards. When serving as the Analyst In Charge (AIC), typically leads engagements of low or medium scope and complexity. Oversees all aspects of design, data collection and analysis, message development and report writing and ensures the quality and value of the final product. Prioritizes the work to ensure milestones are met. Assigns work to team members to include expectations and deadlines for completing assignments. Ensures coordination with stakeholders. Performs other duties as assigned. Requirements Conditions of Employment You must meet all qualification requirements by the effective date of promotion. Must be a current GAO employee on a permanent appointment. These positions (2 with team DCM, 1 with team HSJ, and 1 with team IAT) are located in Washington, D.C. If selected, your Official Duty Station (ODS) will be Washington, D.C. ****Individuals selected for these positions will work predominantly on national security engagements. Employees selected for this position will be required to work in the office to accomplish classified work. Qualifications Band IIA Must be a full-time or part-time GAO employee on a permanent appointment. In addition, applicants must meet either of the two following criteria by May 18, 2025 (effective date of the promotions): (1) have a minimum of 104 weeks of GAO experience, equivalent to at least the next lower band level (PE-I, PA-I, PT-II, PT-I, AC-III, AC-IV), in a position focused on conducting research, quantitative and qualitative analysis, or program evaluations; or (b) have 78 weeks of GAO experience, equivalent to at least the next lower band level (PE-I, PA-I, PT-II, PT-I, AC-III, AC-IV), in a position focused on conducting research, quantitative and qualitative analysis, or program evaluations, and have a minimum of 52 weeks of directly related work experience prior to starting work at GAO by May 18, 2025. Education There is no education requirement for this position. This position requires the employee to report to the GAO headquarters (Washington, D.C.) to work with classified materials, as mission needs require. Work will be performed in a secure environment. The employee may be permitted to telework per agency telework policy; however, the ability to telework will be limited. If you have an approved Flexible Work Agreement (FWA) and you are selected for promotion, you must complete and submit a new flexible work application for approval. Your new flexible work arrangement will be reviewed and decided based on Agency policy governing these arrangements. BARGAINING UNIT STATUS: This position is included in the bargaining unit. Travel and relocation expenses will not be paid for by the GAO.
