Obtain a Senior Architect (SAR) to create a pilot e-Permitting Application that will serve as model for developing additional permitting functions.

 

 Complete Description:

 

The Department requires technical expertise in the development of common, reusable components that will provide for ‘faster time to market' for critical and/or high priority projects such as ePermitting, Outdoor Advertising Devices, Marcellus Shale, and BMS Pontis Replacement. We also require assistance in the following tasks for the initiatives mentioned above: business rules engine setup/deployment, data conversion, data modeling, development of application & system architecture, interfacing with existing department systems, web services, user authentication & security, modification and/or development of application frameworks. This will require a Data Architect with advanced skills in all of the areas mentioned as well as extensive knowledge/experience with PennDOT Application Systems. An individual that meets these criteria will reduce and/or eliminate what would amount to a significant amount of time to bring an individual with the skill sets but no relevant PennDOT experience up to speed on the various PennDOT Systems. This individual will work in conjunction with PennDOT Application & Infrastructure Architects to develop a comprehensive/flexible design that will result in reduced scope for future projects that can leverage this common architecture.

Overall objectives are as follows:

1. Work in conjunction with department personnel to develop an ePermitting application architecture. The overarching objective is to develop reusable components that will result in faster 'time to market' for subsequent permitting or similar application requirements.

2. Develop common components as part of the ePermitting Process that can be leveraged by subsequent application development teams.

3. Research the feasibility/benefit of setting up/deploying a business rules engine.

4. Mentor development teams in the use of common components and overall application & system architecture.

5. Participate in data model review sessions.

6. Perform data conversion activities as required.

7. Develop interfaces to new and/or existing Department and/or Commonwealth systems (EDMS, GIS, and SAP.

8. Develop/modify application frameworks as required.

9. Develop web services if deemed appropriate by architectural design requirements.

10. Look to optimize use of existing Department IT resources when developing common components.

11. Propagate industry best practices in all architectural and system development efforts.
