Senior Area Supply Chain Manager

I. Job Summary 
Directs and oversees purchasing function for one or more Market Areas in a region; manages and coordinates the procurement of materials, components, supplies, and services essential to the operation ensuring all policies related to the procurement of goods and services are relevant and upheld. Ensures purchases be of the required quality and quantity, at the most economical costs, and of timely delivery. Manages Procurement staff and reports to Corporate Procurement.

II. Essential Duties and Responsibilities 
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned. 

Area Support:

Work across markets (creating regional centers of excellence) and take the lead on one or more enterprise-wide projects  
  Engage with Leadership as a strategic business partner to ensure continuous alignment of Area business objectives and financial goals with WM Supply Chain goals and objectives  
  Drive value to the Area through maximizing vendor relationships, expediting site sourcing requirements, creating regional supply agreements to drive better pricing, products or services and identifying and implementing cost savings/avoidance opportunities  
  Issue and manage cross-Market Request for Proposal (RFP) and/or Request for Quotation (RFQ)  
  Drive awareness of and compliance with WM Supply Chain policies and procedures  
  Lead implementation of Enterprise and regional Supply Chain programs including issue resolution related to Supply Chain programs, processes and vendor relationships  
  Direct and manage Supply Chain Area resources through leadership, experience and coaching  
  Collaborate with Sales Department to drive knowledge of existing WM partner suppliers to avoid potential reciprocity buying agreements  
  Train new Area employees involved in procurement of goods and services on WM Supply Chain processes and provide support as needed  
 

Category Management: 
 

Responsible for managing one or more categories enterprise-wide.  
  Manages the business relationship between Waste Management and its strategic suppliers. Central point of contact for both internal/external suppliers related issues.  
  Sets direction & prioritizes projects/initiatives for suppliers as main liaison for all departments collaborating with suppliers.  
  Conveys Waste Management expectations to suppliers, establishes supplier performance criteria, and conducts formal supplier reviews.  
  With Procurement/Compliance team support, ensures supplier compliance to contracts and/or other specified criteria  
  Executes strategy with suppliers for the implementation of rollouts within a select category to support the field.  
  Establishes Total Cost of Ownership (TCO) for all category products/services and continuous improvement/Shared Opportunity & Risk (S.O.A.R) goals.  
  Develops Supplier Management performance metrics and reports performance of suppliers.  
  Oversees and evaluates the impact of suppliers’ products/services on the field.  
  Facilitates the resolution of product/service-related issues from the field and home office departments after escalation process has failed.  
  Fosters and manages strategic relationships with internal/external customers and suppliers, external company counterparts, and industry and trade associations to garner best practices to continually enhance supplier performance management methodology  
 

Strategic Sourcing: 
 

Oversees and participates in the procurement of materials, components and services, ensuring price value and stability, consistent quality, and expeditious deliver.  
  Guides, assists, and negotiates to satisfactory conclusion market area, regional or national purchasing contracts.  
Conduct vendor vetting to ensure preferred supplier alignment and risk management  

 

Contract Management: 
 

Act as contract liaison between Operations, Corporate Supply Chain and Legal team  
  Conduct contract risk analysis through reviewing and negotiating terms and conditions to better meet WM needs  
  Manage termination and renewals for market area, regional or national agreements/contracts.  
  Responsible for storing and maintaining all Area contracts and adhering to Corporate standards for management of national agreements.  
  Review lease or buy renewals for equipment right-sizing  
  Review primary vendors for contract compliance and service benchmarking requirements based on site feedback  
 

III. Supervisory Responsibilities 
The highest level of supervisory skills required in this job is the management of supervisory employees. 

 

IV. Qualifications 
The requirements listed below are representative of the qualifications necessary to perform the job.  Must Live and work in the US. 

 

A. Education and Experience 
 

Education: Bachelor's Degree (accredited), or in lieu of degree, High School Diploma or GED (accredited) and four (4) years of relevant work experience.   
  Experience: Seven (7) years of relevant work experience (in addition to education requirement).   
 

B. Certificates, Licenses, Registrations or Other Requirements 
 

None required
