**Senior Associate, Finance and Operations, Ukraine** City/Country Location Details **Bethesda, Maryland** Employment Status **Full-Time Regular** Job Type **Corporate** _Job Title_ : Senior Associate, Finance and Operations, Ukraine _Department_ : USG Programs, Ukraine _Reports to:_ Associate Director, Finance and Operations, Ukraine _Work Location:_ Bethesda, MD **Position Overview** The Senior Associate/Associate Specialist, Finance and Operations is responsible for supporting the Associate Director, Finance and Operations in the implementation of effective operational and financial standards and procedures within the Ukraine portfolio. The Sr. Associate/Assoc. Specialist researches operational, financial, personnel, and compliance issues and works with project teams and the Associate Director to provide guidance on complex issues. The Sr. Associate/Assoc. Specialist supports the Associate Director in monitoring project compliance with DAI policies and USG/client regulations, mitigating risk, monitoring project and portfolio financial performance, and ensuring projects in the portfolio meet high quality standards. The Sr. Associate/Assoc. Specialist is also responsible for helping the Associate Director lead portfolio-wide operational activities and initiatives and coordinating with points of contact in other USG and corporate departments to streamline resolution of issues. This is a full-time, permanent position and requires authorization to work in the United States. Applications will be reviewed on a rolling basis. This position will close on October 10th. Staff in jobs at level P1/P2/P3/P4 mustbe located inthe DC Metro Area and are expected to work from DAI’s Bethesda, MD office at least X (TBD) days per week. **Responsibilities** **Financial Management** · Assist Associate Director in analyzing project budgets/pipeline as well as quarterly forecasts and provide feedback to improve project performance. · Support Associate Director in reviewing overall financial performance of the portfolio. · Assist projects in implementing recommendations for improvement, including adopting financial tools and processes. · Assist Associate Director in monitoring operational expenses/utilization and communicating status and recommendations to the VP, Implementation, Ukraine. · Assist with administrative/finance tasks processed in the home office, such as requisitions for p-card purchases, invoices for cross-project events and conferences,etc. **Operations Management** · Provide research support to the Associate Director on contractual, regulatory, and policy issues. · Assist Associate Director in resolving sensitive, complex, or high-profile operational issues that affect the portfolio. · Consistently engage with the wider portfolio to build capacity and share knowledge. · Serve as the point of contact for business operations and administration of the portfolio when appropriate/necessary. · Draft consultant agreements and subcontracts procured under portfolio overhead or as a cross-portfolio resource. · Manage Chubb BTA insurance for Ukraine travelers, including tracking travelers, updating the log, organizing monthly audits, and reviewing invoices. **Portfolio Initiatives/USG Coordination** · Support internal and external initiatives relevant to the portfolio, including adherence to company-wide activities and requirements (year-end data calls, system/tool rollout, etc.). · Coordinate with subject matter experts within USG and corporate departments to gather information that will assist in establishing guidance on tricky issues. · In coordination with Associate Director, communicate unified guidance and best practices to portfolio staff. · Assist Associate Director in designing and implementing training to address capacity needs as necessary. · Coordinate with support departments and teams, including Programs Performance, USG Finance, USG People, Treasury, Continuous Improvement, and Internal Audit on one-off issues or questions. · Backstop home office teams as a surge support/coverage resource for Home Office roles. · Support with project tasks that may have accumulated a backlog, such as AP adjustments, non-billable cost research, and DEC redactions and uploads. · Provide surge support to field teams on one-off finance or operations tasks. · Lead standard portfolio administrative and logistics processes like collecting weekly highlights, setting up portfolio-wide meetings, distributing meeting agendas, sending out meeting notes, and organizing retreats. **Business Development** · Serve as a pricer or coordinator for live bids as requested and as time allows. **USG** **Business Unit Core** **Competencies** All staff hired into positions within the USG Business at DAI are expected todemonstratethese competencesthroughouttheir work and interactions with others. + Collaborates Effectively: Recognizes the benefit of working with others from multicultural backgrounds; believes collaboration can lead to better and stronger contributions to USG; views relationships as long-term and meaningful; Communicates with empathy to cross-cultural audiences. + Champions Inclusion:Treats others with honesty, respect, and consideration; promotes cross-cultural understanding and inclusion throughout the organization;demonstratesappreciation for the complex environments in whichDAIworks. + Performs with Excellence:Thrives in all aspects of your roleand fosters an open and energizing environment that motivates self and peers to contribute their personal best and is reflective of USG’s vision and mission. + Creates Innovative Solutions:Problem solvesandbroadens perspectives, while overcomingbiases to find solutions to complex challenges;seeks opportunities to experiment withnew approachesand grow/develop the skills of oneself and others. + Drives Growth:Able to weigh the costs and benefits of actions both internally and externally and their impact on diverse markets and stakeholders; Understands priorities and behaviors necessary for personal and organizational growth. + Navigates Risk:Integrates risk considerations into all aspects of work and planning; understands benchmarks for escalation of a risk-related issue or concern;makes decisions by gathering input from others and displaying trust of their recommendations, while also taking accountability for outcomes. **Qualifications & Skills** **Minimum Requirements:** · Grade P3: More than one year of relevant, professional administrative or professional experience in project management of donor-funded programs, and a college degree. Equivalent combination of education and experience will be considered. · Excellent organizational and problem solving skills as well as attention to detail. · Experience in operations, project management, and/or financial management · Highly proficient with the Microsoft Office 365 suite. · Capacity to work independently. · Excellent written and oral communication skills, with the ability to communicate clearly and professionally with internal clients and external candidates, both verbally and in writing and tailor communication style to diverse audiences. · Able to build and maintain excellent working relationships with staff at all levels of the organization and external clients from diverse backgrounds. · Able and willing to travel to any country where DAI currently operates or may wish to operate barring times when DAI Global Security has deemed travel unsafe. · Able and willing to adjust work schedule, if needed, to support teams located in different time zones/countries. · Demonstrated ability to lead diverse teams, create inclusive work environments, and work effectively within a culturally diverse environment. · Authorized to work in the United States. · Based in one of the following U.S. locations where DAI is registered: District of Columbia, California, Colorado, Florida, Georgia, Illinois, Maryland, Massachusetts, New Jersey, New York, North Carolina, Pennsylvania, South Carolina, Texas, Virginia, Washington. **Preferred, but not required:** · Prior experience with USAID-funded projects, implemented by DAI. · Knowledge of DAI systems, policies, and procedures. · Knowledge of Ukrainian language **Compensation & Benefits:** **[** For employees working the United States, the full-time equivalent annual base salary for this position is expected to be between $63,704 to $69,325. Salary for part-time employees will be prorated based on actual hours worked. Actual offers will be based on several factors including, but not limited to, qualifications, relevant education, experience, skills, seniority, performance, and business or organizational needs. Eligible U.S. based employees, will be able to enroll in medical, dental and vision insurance, plus a 401(k)-retirement plan with a company match.
