Summary GAO supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. GAO, commonly referred to as the investigative arm of Congress, or the congressional watchdog, is independent and nonpartisan. GAO assists Congress in making informed decisions by providing information on policy and program issues, as well as by providing recommendations to make government more effective and responsive. Responsibilities As a Senior Auditor, PE, 0511, 21, your typical work assignments may include the following: As an individual contributor, develops design matrix and researchable questions independently or in conjunction with engagement team members and a methodologist. Collects and analyzes data from a variety of sources including interviews with agency managers and program officials. Reviews program documents, reports and data. Selects, refines, organizes and presents factual information and analysis in support of engagement objectives. In collaboration with other engagement team members and based on consultation with the AIC and Assistant Director (AD), decides on form, content, scope, and depth of analysis. Evaluates and analyzes data to determine relevance and reliability through referencing and indexing. Develops findings and recommendations and prepares written products that provide factual and analytical information in a clear, balanced manner that meet the needs of congressional clients and conform to all audit requirements and quality standards. As a Senior Auditor on an engagement team, serves as a coach and mentor to Band I Auditor and PDP staff. As assigned, may serve on an engagement team conducting financial audits including the consolidated financial statement audit of the Federal government (involving up to 35 federal agencies). When serving as the AIC, typically leads engagements of low or medium scope and complexity. Oversees all aspects of design, data collection and analysis, message development and report writing and ensures the quality and value of the final product. Prioritizes the work to ensure milestones are met. Assigns work to team members to include expectations and deadlines for completing assignments. Coaches, mentors and trains team members. Ensures coordination with stakeholders. Requirements Conditions of Employment You must meet all qualification requirements by the effective date of promotion. You must meet both the education and experience requirements for this position by 5/18/2025 (effective date of promotion). Transcripts to verify your education should also be submitted with your application. Job locations are based on agency needs. Generally, you will remain in your current official duty station (ODS) if selected. However, based on agency needs, you may be offered a position in a different location and if you accept, your ODS will change. Qualifications Band IIA Must be a full-time or part-time GAO employee on a permanent appointment. In addition, applicants must meet either of the two following criteria by May 18, 2025 (effective date of the promotions): (1) have a minimum of 104 weeks of GAO experience, equivalent to at least the next lower band level (PE-I, PA-I, PT-II, PT-I, AC-III, AC-IV), in a position focused on conducting research, quantitative and qualitative analysis, or program evaluations; or (b) have 78 weeks of GAO experience, equivalent to at least the next lower band level (PE-I, PA-I, PT-II, PT-I, AC-III, AC-IV), in a position focused on conducting research, quantitative and qualitative analysis, or program evaluations, and have a minimum of 52 weeks of directly related work experience prior to starting work at GAO by May 18, 2025. Education Basic Requirements: Auditing, Series 0511 Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. FOREIGN EDUCATION: Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Most foreign education is not accredited by an accrediting body that is recognized by the Secretary of the U.S. Department of Education. If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
