Senior Business Analyst - HYBRID

Our work depends on a Senior Business Analyst joining our Commercial Product Payment & Policy (CPPP) organization with USPS that is involved with the support, maintenance, and advancement of technology solutions to support business mail activities. New functionality and changes to existing functionality are identified and implemented to increase mail effectiveness, improve operational efficiency, reduce operation costs, generate revenue, and increase customer satisfaction.

HOW A SENIOR BUSINESS ANALYST WILL MAKE AN IMPACT:

Project management and project oversightDevelop software requirement specification (SRS) documents to support functional requirements affecting the technical file specifications (Mail.dat and Mail.XML).Manage, update, and maintain all currently supported technical specifications and guides and develop new ones as necessary in support of new or revised functionality across systems.Customer Acceptance Testing (CAT) to provide support to review Technical Requirement Documents (TRD), develop and update test scripts, perform customer acceptance testing, perform production validation through smoke testing and functional testing, document testing outcome and provide artifacts, provide TLSC documentation and Requirement Traceability Matrix (RTM).Provide expert personnel to meet with and participate in mail industry meetings/forums and Mailer Technical Advisory Committee (MTAC) workgroups, task groups and user groups.Development of performance metrics to track and report status of Customer Acceptance Testing.Automated test script developmentDevelop training materials, Standard operating procedures (SOP) and guides as it relates to impacted CPPP applications.Other related duties as assigned.



WHAT YOU’LL NEED TO SUCCEED:


Education:

A Bachelors degree from an accredited College/University in CS, IT, or other Science related field; in lieu of degree, an additional four (4) years of relevant experience is required.PMP or Certified Scrum Master certification requiredCertified Business Analysis Professional (CBAP) is preferred


Required Experience:

Minimum of 5-7 years of related professional work experience as a Business Analyst; in technology or software development is preferred


Required Technical Skills:

Demonstrated experience with requirements management tools such as Application Lifecycle Management (ALM), VersionOne, JIRA, ConfluenceExperience with software testing tools such as Unified Functional Testing (UFT), SeleniumStrong ability and experience with database tools and developing analytics solutions using tools such as MicroStrategy, Oracle SQL, TeradataDemonstrated hands-on experience using O365 suite (including Word, Excel, PowerPoint, Project, Access, Visio, Teams, Workflow, Power BI)Demonstrated experience with USPS Technical Solution Lifecycle (TSLC), or other industry Software Development Lifecycle (SDLC) methodologiesDemonstrated experience managing or leading IT projects using Waterfall and Agile Methodologies

Security Clearance Level:

Must be able to obtain and maintain a Public Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprintingThis position has a U.S. residency requirement. The USPS security clearance process requires the selected candidate to have resided in the U.S. (including U.S. Territories) for the last five years as follows: U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 6 months consecutively in the last 3 years (unless they meet certain exceptions). Non-U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 90 days consecutively in the last 3 years.

Preferred Skills:

Strong knowledge and hands-on experience with Mail.DAT and Mail.XML specification is highly preferred
