Senior Business Analyst/Requirements Engineer
*

We are seeking for Senior Business Analyst/Requirements Engineer to support our federal client program at Ft. Belvoir VA. 

INSCOM executes mission command of operational intelligence forces; conducts worldwide multidiscipline and all source intelligence operations; delivers advanced skills training, linguist support, specialized quick reaction capabilities, intelligence related logistics, and communications in support of Army, Joint, and Coalition command and the National Intelligence Community. You will be part of a team that provides comprehensive automation/information technology support to the GISA Data Capabilities Division (DCD) worldwide intelligence dissemination, data management, and knowledge management missions. This effort includes system administration, database administration, web/software/SharePoint operation and maintenance, logistics support, and operations and sustainment support. 

Duties/Tasks and Responsibilities\:

•   Meet with DCD and partner stakeholders at all levels to capture, define, develop, and document customer requirements from initial gathering stage through final production acceptance for DCD applications and IT systems. (delivery IAW CDRL A019 - Briefings, Publications, Reports, Plans, Recommendations, Analysis, Notes, and Presentations).
•    Reviews and maps the business processes for new applications and to support enhancements to existing systems.
•    Analyzes and models existing business procedures to identify areas of improvement.
•    Create Assessment Report outlining the requirements collected from the stakeholders’ meetings during each stage of the project. (delivery IAW CDRL A019 - Briefings, Publications, Reports, Plans, Recommendations, Analysis, Notes, and Presentations).
•    Create detailed business requirement documentation. (delivery IAW CDRL A019 - Briefings, Publications, Reports, Plans, Recommendations, Analysis, Notes, and Presentations).
•    Create detailed workflows and process diagrams, including application wireframes and projected plan layouts to support customer requirements. (delivery IAW CDRL A016 - Wireframes, Mockups, Use Case Diagrams, And Flowcharts
•    Perform feasibility analysis and collaborate with the project management team to prioritize deliverables.
•    Partner with the development teams to provide reporting on the status of software development solutions.
•    Provide recommendations for improvement or technology strategies that can be leveraged for projects.
•    Review project scope requirements and provide recommendations to the Government on possible courses of action. (delivery IAW CDRL A013 - Technical Support Requests Solutions and Courses of Action)
•    Provide user training and project transition support.
•    Document current business processes as well as desired applications. (Deliverable\: A019 - Briefings, Publications, Reports, Plans, Recommendations, Analysis, Notes, and Presentations).
•    Provide knowledge transfer of requirements to application developers and project managers.

•    Eight years of experience creating process diagrams and flow charts, mapping business processes to the customer requirements.
•    Five years of experience working with software developers and customers to scope projects, estimate levels of effort, and evaluate customer requirements in order to create applications.
•    Three years of experience mentoring junior personnel on proper practices and procedures. 
•    Five years of experience with the SDLC and Agile processes.

Clearance Required\: TS/SCI
Minimum Education\: High School Diploma
Minimum Years of Experience\: 8 years
Required Certifications\: Security or other DoD 8140.03 IAT Level II/Intermediate certification
