Senior Business Operations Specialist

INTECON, LLC is seeking a highly motivated and experienced Senior Business Operations Specialist to join its team in support of the FEMA Office of National Continuity Programs (ONCP) Business Management Division (BMD).
Consolidations & Financial Reporting with proven consolidations experience. As the Financial Reporting SME, you will oversee the consolidated financial close process, assist with special transactions, analyze assertions in salary & benefit document(s), prepare financial reports, oversee daily/weekly/monthly division data consolidation process, draft financial statements, prepare cash flow analysis, develop and implement internal controls over financial reporting, and manage the month end close process. The ideal candidate for this role should have proven knowledge of large government systems (such as eCAPS, IFMIS, CONCUR), strong analytical & leadership skills, and the ability to research and interpret accounting and financial guidance.
Responsibilities:
+ Implement standard operating procedures for consolidation and reporting processes.
+ Oversee the daily/weekly/monthly division consolidation process to ensure accurate and timely reporting.
+ Conduct financial analysis of budget matrices accounts to ensure compliance and integrity.
+ Review and facilitate the directorate financial statement analytic review packages and meetings.
+ Work closely with the Financial Management Branch (FMB) team to ensure the accuracy and efficiency of the consolidation and reporting process within all financial systems.
+ Utilize the FEMA PBIS, IFMIS, Microsoft Office and other available tools to identify and implement automation opportunities.
+ Promote continuous improvement to the close consolidation and reporting processes, aiming to achieve best practices.
+ Identify opportunities for standardizing subsidiary accounting processes and implement them as required.
+ Support the coordination of quarterly reviews and annual audits with our outside partners.
+ Assist with the preparation and review of financial reports, including the Executive, Financial Management Branch (FMB) Packages.
+ Manage the preparation of certain mandatory government forms, including reports to the Office of Chief Financial Officer (OCFO).
+ Use various software mediums to assist with the periodic financial reporting projects, including the preparation and population of sections.
+ Manage auditor requests related to Financial Management Branch (FMB) actions, escalating any issues that may arise in a timely manner.
+ Maintain appropriate SOX processes and control documentation, ensuring proper design and execution of internal controls.
Clearance Requirements:
+ Active Top Secret (TS) Sensitive Compartmented Information (SCI) clearance required.
Qualifications:
+ 10+ years of total experience (Federal Government PPBE and consolidations).
+ Experience with FEMA PBIS, IFMIS, Microsoft Office, highly preferred.
+ Excellent communication skills.
+ Advanced Microsoft Excel skills.
+ Strong GAAP knowledge.
+ Strong problem-solving skills and ability to make sound decisions under pressure.
+ Ability to prioritize and manage multiple tasks in a fast-paced environment.
