POSITION SUMMARY
Serve as Sr. Buyer of the Procurement Department and execute the full-cycle procurement process IAW with all policies and procedures.
RESPONSIBILITIES
Execute various procurement actions including but not limited to CPSR-compliant purchase orders, blanket purchase agreements, task orders, and change orders, based on approved purchase requisitions, requests for proposals, bids and other similar documents related to the purchasing of commodities, equipment, services or other major items under U.S. Government contracts Generate compliant procurement files in an automated procurement compliance tool and submit for peer review as required per department policies. Serve as primary contact between Constellis program personnel and assigned suppliers Experience in offshore sourcing of vendors for OCONUS operations Maintain current accurate records and files of all vendor agreements and related procurement records Monitor and evaluate supplier performance, and manage any supplier issues such as cost, quality, delivery, customer service and compliance Lead negotiations and apply knowledge of FAR regulations, contract law and guidelines, practices and requirements to assess, plan and negotiate best terms and conditions and to minimize risk Establish, maintain and manage comprehensive professional relationships with suppliers. Resolve issues related to areas such as pricing, quality, schedule, claims, payment issues or disputes associated with terms and conditions of purchase orders Effectively communicate and collaborate with team members as well as internal and external stakeholders who are geographically dispersed Knowledge of tracking and reporting cost savings and avoidances Assist with audits, as necessary (DCAA, DCMA, ISO, DOD, Internal, etc.) Other duties as assigned
QUALIFICATIONS
Bachelor's Degree or equivalent experience in related field and minimum 7 years of experience in a U.S. Government contracting Purchasing environment Experience with purchasing in a DCMA auditable environment Experience with purchasing in a ISO-9001 environment Experience supporting large programs and Blanket Purchase Agreements (BPAs) Knowledgeable of all FAR regulations and federal laws, pertaining to procurement, subcontracting and contracts Strong experience of commodities, equipment and services and ability to demonstrate an advanced understanding of the technical requirements, as well as a thorough understanding of the current CONUS and OCONUS markets, related to security services, operations, logistics and operational training Requires the ability to understand detailed specifications for equipment and able to communicate coherently with operational program personnel Knowledge and use of price and cost analysis Strong negotiating skills Strong experience of Deltek CostPoint is requiredBENEFITS
