Senior CI/HUMINT Special Advisor
Overview *** This position is contingent upon contract award *** SOSi is currently seeking a Senior CI/HUMINT Special Advisor to assist in providing advisory support to J2X for all expert knowledge of CI/HUMINT activities, including CI and HUMINT activities in the command’s battlespace in the USCENTCOM AOR. The Senior CI/HUMINT Special Advisor will coordinate with the supported element J2X at the appropriate command level on all matters concerning CI/HUMINT activities conducted within the Combined Joint Operations Area (CJOA) and maintain situational awareness of key OCT, CIST, and TFAN issues. Essential Job Duties Function as a liaison and military assistant enhancing the flow of information between selected Government officials and other commands’ staff throughout the theater of operations. Interact with senior Government leaders and ministry level officials when required on significant CI/HUMINT information or issues and provide briefings when required. When required, work with USFOR-G and other applicable staff on National Security Architecture, Strategic partnership initiatives, intelligence sharing, and any initiatives or issues that arise either through guidance from the Commanding General or from other USFOR-G leadership. Coordinate with senior leadership and senior intelligence officials to ensure CI/HUMINT activities support J2X, 2X battlespace owner, or the MI Commander and supported Command. Provide J2X leadership with detailed information and recommendations on proposed and ongoing operations. Ensure J2X leadership guidance, SOPs, and Policies are implemented through the Program Manager, Regional Managers, and HUMINT Strat-Debriefers, CIST/OCT/TFANs, as appropriate. Provide guidance and mentorship on the proper flow of relevant CI/HUMINT information to supported USFOR-G staff, as required. Maintain situational awareness of CI/HUMINT SOPs, J2 policies of the USFOR-G Commanding General, and key intelligence issues within the CJOA-G, including specified Foreign Government entities. Provide written recommendations that cover all CI/HUMINT functions and any other significant activity (SIGACT) information. Provide advice to the US military on CI/HUMINT operations. Provide advice to J2X assigned to CI Support Teams (CISTs), Target Focused Analysis & Distribution Teams (TFAN), Operations Control Teams (OCTs) and HUMINT Analysis Teams and pass/receive coordination/taskings between J2X and contractor teams. Conduct CIST briefings, as required. Review, as required, CIST files, and Reports Log. Review schedules and the Activities Log to ensure deconflicted priorities are met. Provide written and oral reports IAW established SOPs, Policies, and Regulations. Develop recording mechanisms for Tactics, Techniques, and Procedures (TTPs) and lessons learned in the conduct of operations; include all lessons learned (positive & negative), as well as best-practice TTPs, in an accessible forum as directed and agreed upon by J2X. Ad hoc/anticipated deliverables include (but not limited to): memoranda; reports; RFIs and RFI responses; IIRs and assessments within 24 hours of tasking and submitted to the CJ2X; briefing slides or notes when required; MFR, written recommendations briefings covering the 5Ws; written recommendations for SOP and policy changes; briefing slides; Weekly Activity Report and written recommendation to resolve issues; Scheduling and Activities Log Minimum Requirements Active in scope TS/SCI Cllearance. Master’s degree OR at least six (6) years relevant experience OR Bachelor’s degree with at least ten (10) years relevant experience At least ten (10) years’ analytic experience with former MOS 35L, 35M, 351L/M, 97B, 97E, 35E, or civilian 1811/0132 (equivalent to GG-14 level) formerly badged and credentialed CI Agent OR other DoD/Joint service equivalent specialty codes such as 18F = SF INTEL NCO or 180A SF WO with ASOT-III, or USAF 7XOS1 – Special Investigator (SI) or 1N7X1 Human Intelligence Specialist. Experience supporting CI/HUMINT operations or acting in the capacity of / performing the mission of a CI agent. Possess expert level CI/HUMINT knowledge and abilities. Possess proven experience at the tactical and operational levels. Have familiarity with Coalition operations and staff procedures. Experience and familiarity with theater and division level CI/HUMINT operations. Proven abilities in the planning and conduct of screening and CI/HUMINT collection operations. Medically qualified to conduct mission directed travel throughout CJOA-G. Proficient at briefing senior leadership at the O6 level or above. Able to interact with senior leadership. Deployment experience. Preferred Qualifications Previous experience with CJ2X and CIST/armed CI programs (formerly TFAN). Work Environment Living and working conditions while TDY or deployed could be remote and uncomfortable, with long hours, exposure to weather, adverse conditions, and relocation on short notice.
