Provides multi-faceted Intelligence support services consisting of, but not limited to, Open Source Intelligence (OSINT), All-Source Intelligence Analysts, Identity Intelligence (I2), Biometric-related analysis and production, Human Intelligence (HUMINT) Analysis, Intelligence Requirements Collection Managers (RCM), Special Advisors, Intelligence Analysts, Planners, Targeting Support, Counterintelligence (CI) Support, Screener Support, Strategic Debriefing Support, Foreign Government Information (FGI) Analysis, Exploitation (DOMEX and MEDEX), Target Focused Analysis and Neutralization (TFAN), Operational Intelligence Knowledge Management (KM), and other analytic and target support-related intelligence support services to assigned military units, and administrative support in support of the overall Intelligence mission in support of Combined Joint Task Force-Operation Inherent Resolve (CJTF-OIR) intelligence staffs and organizations.


Contractor personnel supporting this effort will be integrated into military and civilian intelligence operations and support CJTF-OIR Headquarters, the Combined Joint Force Land Component Command (CJFLCC) headquarters and subordinate units, and the Combined Special Operations Joint Task Force OIR (CSOJTF-OIR) and its subordinate units to accomplish Commander CJTF-OIR Intelligence priorities and taskings.

Responsibilities\: 

Perform Collection Requirements Management Support tasks in the CENTCOM AOR\: Provide support to the CITF-OIR CJ2 in coordination with CJTF-OIR ISR and other subcomponents, as assigned. The contractor shall be responsible for coordinating all ISR collection requirements and ensures all intelligence data is properly disseminated within the CENTCOM AOR. The contractor’s personnel shall travel (ground/air), as required, throughout the CENTCOM AOR, in order to accomplish directed support activities.  Coordinate all ISR collection requirements for assigned CITF-OIR subcomponent and submit to the CJTFOIR Collection Requirements Management team for validation. Collection requirements submissions as described in the SOPs.  Coordinate all ISR collection requirements and ensure all intelligence data is properly disseminated within the supported command's organizations. Create, submit, and track collection requirement nominations. Ensure products from collections are disseminated.  Monitor a wide range of available collection systems for mission statuses to ensure new and existing requirements are being satisfied. When needed, develop collection plans daily for airborne assets and national technical means. Disseminate post-mission reports as requested. 
Coordinate all GEOINT collection requirements.  Coordinate all SIGINT collection requirements with appropriate authorities.  Coordinate all National Technical Means collection requirements with appropriate authorities.  Coordinate all HUMINT collection requirements. Ensure collection requirements link to Commander's PIRs. Monitor, validate and submit new requirements as required.  Ensure collection requests are submitted and approved as well as monitored and extended if needed. Interface with higher, lateral, and subordinate commands/organizations to answer and/or submit intelligence related RF1s, submit collection requirements and de-conflict or collaborate on AOR requirements and reporting. Develop new training tools.  Give presentations and briefings as required or as tasked.  Attend daily Collection Management meetings to coordinate and streamline Collection Management efforts to ensure synchronized collection across the spectrum of disciplines and identify gaps in coverage/capability.  Prepare ISR assessment metrics to gauge the effectiveness of collection operations. Ad Hoc/anticipated deliverables in coordination with the Government Lead and the COR/ACOR\: weekly or monthly ISR assessments to illustrate effects-based requirements, monthly requirements mission tracker, and/or weekly/monthly input to collection metrics and trend analysis.  Ad Hoc/anticipated deliverables are required NLT 24 hours after initial tasking, unless otherwise coordinated with the Government Lead, and COR/ACOR.  Provide support to the CITF-OIR CJ2 JISE Collection Management team.  Craft collection requirements to fill intelligence gaps, coordinating all collection requirements, and ensuring intelligence data is properly disseminated within the CENTCOM ACR.  Draft, assist in drafting, and publish collection requirements.  Represent collection units at CITF-OIR and national level collection management events as tasked.  Attend and brief All-source, GEOINT, SIGINT and HUMINT collection events.  Provide written inputs to RFIs regarding collection strategy from theater and Combatant Commanders, DNI, Congress, National Security Staff, and inter-agency customers.  Design multi-INT collection strategies.  Task intelligence collection units and draft unit operating directives, as needed.  Draft and disseminate collection emphasis memoranda and desk notes.  Task All-Source, GEOINT, SIGINT and national HUMINT Collection Directives, Command PIRs, and National Intelligence Priority Framework (NIPF) requirements to assigned unit(s).  Conduct presentations and briefings, when required. 1) participate in daily direction and guidance meetings; 2) participate in the Joint Collection Management Board/Working Group (CIMB/ICMWG and the Collection Requirements Coordination Working Group (CRCWG) meetings.  Interface with higher, lateral, and subordinate commands/organizations Collection and Requirements Managers, including entities within CITF-OIR to de-conflict or collaborate on AOR requirements and reporting.  Provide daily inputs to daily network development products for distribution CITF-OIR theater intelligence elements.  Support CITF-OIR CJ2 requirements when required. The contractor shall report collection plans to CITF-OIR CJ2 daily.  Coordinate with All source and single-source analysts daily, to understand intelligence gaps and inform the design of collection requirements.  Identify intelligence gaps and collaborate with individual analysts and team leads within JISE to produce collection requirements to fill those gaps.  Assign priority intelligence requirements to collection disciplines and produce an All source Intelligence, GEOINT, SIGINT, OSINT, and HUMINT collection plan, including updating Priority Intelligence Requirements (PIR )/Essential Elements of Information (EET).  Communicate with higher and lower echelons units and disseminate collection plans.  Ensure all intelligence data is properly disseminated throughout the CENTCOM AOR.  Publish reports and disseminate via email and post on appropriate websites when required Monitor for, validate, and distribute new collection requirements when required. Answer collection related RFIs and support CJTF planning efforts with collection-relevant inputs. Hoc/anticipated deliverables\: Collection FRI and supporting documents when required, impact statements when required, collection planning documents. De-conflict or collaborate on theater collection requirement. Give presentations and briefing when required. Ad Hoc/anticipated deliverables are required no later than 24 hours after initial tasking, unless otherwise coordinated with the Government Lead, and COR/ACOR.
