Summary
The Senior Commercial Director, NYCT Transit Workers’ Compensation reporting to the NYCT Office of the President will oversee the transition of MTA’s currently self-administered Workers’ Compensation program to third-party administration and manage the selected Third-Party Administrator (TPA) during the transition and thereafter.
The Senior Commercial Director will be the main point of contact for the TPA, monitor transition and program status, mitigate risk, resolve project issues, ensure TPA accountability in delivering all aspects of transition and Workers’ Compensation administration, and align with NYCT initiatives to improve employee availability.
During the transition, the Senior Commercial Director will ensure all necessary IT migration, relevant staff planning, and other transition milestones are met, including creating the relevant organization and processes for ongoing management of our selected vendor.
At the conclusion of the transition, the Senior Commercial Director will continue to oversee the TPA to ensure its service delivery is achieving MTA’s contract goals of (1) high claimant satisfaction, (2) reduced employee lost time, and (3) reduced overall MTA’s Workers’ Compensation program costs (4) increased employee availability.
Responsibilities will include, but are not limited to, the following:
+ Oversee the end-to-end transition process of MTA’s Workers' Compensation program from self-administration to third-party administration, ensuring a smooth and efficient program transition.
+ Create and subsequently manage internal unit necessary to monitor and support the TPA. Supervise and collaborate with the TPA to ensure efficient and effective management of MTA’s Workers’ Compensation claims.
+ Develop and implement a robust vendor management framework, ensuring accountability and transparency during the transition and thereafter. Ensure clear visibility of financial outcomes for the MTA on a regular basis, reporting out to the President and the CFO, and continually take steps to further improve those outcomes.
+ Develop and maintain strong relationships with the TPA, providing ongoing oversight, performance monitoring, and issue resolution.
+ Collaborate and coordinate with key stakeholders, including Legal, IT, Risk Management, HR, Finance, the Business Service Center (BSC), Occupational Health Services (OHS), System Safety, various operating departments, and Labor Relations to coordinate transition/project activities and ensure alignment with organizational objectives, timely decision making, and compliance with regulatory requirements.
+ Supervise and coordinate when applicable the development of MTA Special Handling Instructions, the establishment of claim funding sources, and the implementation of supplemental pay programs (i.e., Differential Benefits).
+ Collaborate with MTA IT and the TPA to ensure all data interfaces between the TPA’s RMIS platform and MTA’s applicable technology platforms are successfully completed in a timely manner.
+ Identify project issues and risks and ensure timely resolution and mitigation.
+ Recommend solutions to senior management for the resolution of critical issues such as transition delays, banking payment failures, and controllable absence policy management.
+ Oversee TPA adherence to performance guarantees and conduct regular audits/assessments to evaluate TPA performance and identify opportunities for improvement.
+ Regularly coordinate and deliver on companywide efforts to increase employee availability, reducing cost outlays, and improve multi-department processes.
Required Education and Experience:
+ Minimum 10 years’ progressive managerial experience in private or public sector, preferably in a large, complex organization with a represented employee workforce.
+ Bachelor’s degree required, Master’s degree preferred.

+ Excellent communication and interpersonal skills, with the ability to collaborate effectively and influence change across various functional departments.
+ Excellent organizational and presentation skills.
+ Experience driving down costs in a management capacity with familiarity with evaluating financial outcomes.
+ Demonstrated analytical capabilities and quantitative skills, as well as an analytical mindset with the ability to interpret data and make informed decisions to optimize program performance.
+ Exceptional project and program management skills including exposure to managing IT workstreams.
+ Demonstrated ability to work in a high-profile, high-pressure environment effectively.
+ Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area(s) of responsibility.
Preferred Qualifications
+ Proven experience managing vendors providing key employee-facing services to large enterprises, and ideally the transition of large, self-administered insurance programs.
+ Strong knowledge of workers' compensation regulations and industry best practices.
