This position exists to support the State Employee Group Insurance Program’s (SEGIP) compliance efforts and will reside in the Contracts & Compliance Unit. This role serves as subject matter expert and is responsible for managing and maintaining oversight of the pre-tax accounts, including account audits and reconciliations, remediation efforts, and ongoing monitoring activities. It plays a vital role in the purchasing and procurement of employee insurance benefits, including but not limited to medical, pharmacy, dental, life, disability, and pre-tax accounts. It is responsible for developing, managing, and administering contracts and provides ongoing compliance monitoring to comply with state and federal regulations, laws, and statutes, and applicable bargaining agreements and plans. **Core Responsibilities:** + Manage and maintain SEGIP’s pre-tax accounts + Support purchasing and procurement activities for employee insurance benefits + Develop, manage, and administer SEGIP contracts to comply with state and federal regulations and applicable bargaining agreements and plans + Support a culture of compliance SEGIP provides insurance benefits for approximately 130,000 members, comprising insurance-eligible employees, retirees, and dependents from all 3 branches of government, Minnesota State, and quasi state agencies. SEGIP spends approximately $1 billion per year on benefits, making it the state’s largest employer purchaser of health care. **Minimum Qualifications** _To facilitate proper crediting, please ensure your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held._ + Two (2) years of professional level experience performing compliance or risk management related activities, which may include audits, corrective actions, ongoing monitoring, risk identification and assessment, internal controls. *A bachelor’s degree in business administration, accounting, public administration, or closely related field may substitute for one (1) year of experience. + Knowledge of state and federal laws, rules, policies, or regulations related to compliance, benefits administration, or contracts. + Ability to analyze and reconcile financial or benefits-related data, ensuring accuracy and compliance. + Ability to prepare, draft, or review contracts, agreements, or procurement documents. + Effective organizational skills to successfully manage multiple projects and priorities within established deadlines. + Communication skills sufficient to establish and maintain positive working relationships with internal and external stakeholders. **Preferred Qualifications** + Knowledge of the State of Minnesota’s employee insurance benefits + Experience in vendor management and oversight of third-party administrators + Experience with public sector procurement and contracting processes + In-depth understanding of state and federal laws and regulations governing employee benefit plans, including specific compliance requirements for employer plan sponsors and plan administration + Experience with the Statewide Employee Management system (SEMA4) + Proficiency in Microsoft Office Suite products, including Excel for data analysis and reporting **Additional Requirements** Minnesota Management and Budget will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
