Senior Contracts Manager

Job Summary
Westat is seeking a Senior Contracts Manager to join its fast-paced growing corporate contracts unit to oversee a diverse portfolio of Westat’s federally funded contracts. This position will support the full life cycle of contract management activities.

This position is a hybrid work arrangement (1-2 days on-site Rockville, MD) and remote eligible. 

Job Responsibilities
• Team Lead with management and oversight of Clinical Research contracts. 
• Review and negotiate a variety of agreements, including but not limited to NDAs, Teaming Agreements, Contracts, and all partner agreements.
• Provide contractual and business guidance to Westat’s contract and research staff.
• Collaborate with internal research and corporate departments.
• Perform risk-assessments and periodic contract compliance reviews in accordance with internal and external regulatory requirements.
• Perform pre-award reviews of RFPs and contractual documents to ensure compliance with applicable regulations and solicitation requirements.

Basic Qualifications
• Typically requires a Master's degree and a minimum of 10 years of experience in Federal Government contracting and contract management or equivalent related work experience including 5 years of leading or managing federally funded services contracts. 
• Demonstrated experience working with the Federal Acquisition Regulations (FAR) and other regulatory requirements.
• Experience reviewing and negotiating various types of agreements.
• Knowledge of standard government contract compliance reviews and audits.
• Familiarity working with enterprise accounting and reporting software.

Preferred Qualifications
• Experience working with clinical research projects on behalf of a government contractor.
• Experience using GSA schedules (MAS-PSC) and Best-In-Class contracting vehicles.
• Experience with Deltek products including Costpoint, Contracts and Purchasing Modules.
• Familiar with HIPAA and human subjects requirements.
