Senior Contracts Specialist for ITT
Job Description *ONLY OPEN TO CURRENT FULL-TIME ANNUALLY PAID PARKS EMPLOYEES* Major Responsibilities - Under supervision of the Director of Information Technology (IT) Procurement and Budget, with latitude for independent decision-making, develop scope of work, manage the life cycle of IT contracts, and manage the budget and reporting on contract portfolio. - Write scope of work for IT projects in collaboration with project managers and other stakeholders to capture precise and clear language defining project goals and expected outcomes; expedite the progression of contract development projects; and manage the successful completion of work within a defined timeline. - Use specialized business domain knowledge to define requirements based on an understanding of the customer’s operational needs and objectives. - Review IT contracts and agreements to ensure terms are clear and reasonable and align with city laws and regulations. Agreements may include cloud service agreements and software usage terms and conditions. - Facilitate the Request for Proposal process, including coordinating meetings with vendors. - Coordinate, track, and report on contract tasks and progress to management, stakeholders, and relevant teams. Support project deliverable readiness for service operations. - Navigate and manage the city's processes across the life cycle of the contract. - Manage the software intake process by understanding the technical details from customers, determining what type of agreements need to be in place, and following the New York City Office of Technology and Innovation (OTI) and Cyber processes for new and renewal software. - Work with vendors, Parks Legal, Agency Chief Contracting Officer, OTI Legal, and Cyber Security regarding the terms and conditions of software agreements. - Drive improvement initiatives using creative collaboration techniques, emerging methodologies, and automation tools. - Draft IT new needs justifications to support additional funding requests for the ITT department; monitor progress of each request through the review and approval process. - Prepare budget reports and monitor spending on information technology systems, services, hardware, and software; review the availability of budgeted funds; assist in cost-benefit analyses to determine value; work together with IT procurement staff to ensure that budget is balanced at the closing of the fiscal year and there is no surplus or deficit. - Track all aspects of capital-funded projects, including reconciliation of accounting and budgeting functions; assist in ensuring that the department achieves budget targets each fiscal year; and ensure that budget problems and/or issues are communicated with leadership. - Support cross-departmental collaboration and recognize when to escalate issues for successful resolution. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or 2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or 3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or 4. Education and/or experience which is equivalent to "1", "2", or "3" above.
