Senior Counsel, Payments
Summary:
eBay is seeking a highly skilled and collaborative lawyer to serve as Senior Counsel, Payments, supporting our thriving payments platform and our innovative financial services. You will provide strategic legal and regulatory advice on payments and financial services at eBay. You will counsel our business and compliance teams to ensure our platform remains compliant with applicable law, including US federal and state money transmission, anti-money laundering, and consumer protection laws and regulations. And you will lead our engagement with our U.S. financial regulators. Primary Responsibilities
Advise on compliance with US state and federal money transmission, anti-money laundering, and consumer protection laws and regulations, as well as card network requirements, with an eye towards global scalabilityWork closely with eBay’s Financial Services and Compliance teams, providing legal support to maintain existing licenses and products, and to rollout new features and functionalitiesAbility to translate complex financial regulations into clear requirements for business and compliance teamsEngage directly with financial regulators, and advise on regulatory exams, regulatory reporting, and other mattersAdvise on user-facing terms, commercial contracts with partners, policy documents, and upcoming legislation and regulationWork closely with cross-functional teams, including Anti-Money Laundering/Sanctions Compliance, Risk, Finance/Treasury, Accounting, Marketing, Privacy, Information Security, Internal Audit, and Government RelationsAnticipate regulatory developments and proactively advise leadership on how eBay should navigate such developmentsMinimum Qualifications:
J.D. degree (or foreign equivalent) and membership in at least one US state bar6+ years of experience providing financial legal and regulatory advice to regulated non-bank financial institutions, preferably in the fintech space, including in-house experience with payments matters in the context of internet or technology companies and/or relevant law firm workExperience advising on US state and federal money transmission, anti-money laundering, and consumer protection laws and regulationsExperience in the following areas is also strongly preferred: commercial and consumer lending, loan brokering, alternative forms of financing (e.g., receivables-based financing), card network rules, and commercial contractsExcellent communication, analytical, and problem-solving skillsExperience providing strategic and pragmatic regulatory advice to business and compliance teamsTechnical understanding of the payments and financial ecosystem, especially as relevant to marketplacesAbility to lead and deliver across a number of top-priority projects in a fast-paced work environmentFlexibility with the scope and variety of projects to be undertakenGood sense of humor and team spiritPreferred Qualifications:
Strong curiosity about alternative payments, emerging payments technology, and the fintech industryIn-house legal department experienceThe pay range for this position at commencement of employment in California, Washington, or New York is expected in the range below.
$144,000 - $216,150Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
