Summary:

Goldbelt Professional Services, LLC is seeking a Senior Data Manager/Engineer to work within the National Center for Immunization and Respiratory Diseases (NCIRD), Centers for Disease Control and Prevention (CDC). This position will provide professional support to the various Divisions within NCIRD. This work will be performed at Centers for Disease Control and Prevention (CDC) Roybal Campus in Atlanta, GA. The CDC is the nation's premier health promotion, prevention, and preparedness agency. The Senior Data Manager will report to Goldbelt Professional Services leadership to ensure the execution of timely, high-quality deliverables for the client.   

 

 

Responsibilities

Essential Job Functions:

Senior Data Manager/Engineer 

Design, maintain, and optimize surveillance data infrastructure for data collection, pipelines, management, transformation, and access. Convert surveillance data into usable formats for CDC and jurisdiction partners’ access, use, and interpretation. Provide expert user support and documentation for data management and assessment. Translate business needs into analytical frameworks and implement logical technical processes that provide modernized and sustainable data solutions. Apply expert analytics capabilities, including assessing quality, data cleansing, data validation, and performing exploratory data analyses. Perform a wide range of surveillance data lifecycle functions including support and development of design, coding, testing (systems, unit, and integration), data and systems optimization, and user training. Develop expert data analysis and visualization tools (e.g., Power BI), and leverage data visualization technologies to maximize performance, surveillance data access, and data use. Ensure communication and documentation of findings and processes in both technical and non-technical language to support end users and to ensure long-term sustainability of data and systems. Provide high level of expertise for SAS, SQL, macros, data merges, and Power BI and lead development, optimization, and implementation of programs and solutions. Apply familiarity and skill with additional programming languages (e.g., Python, R), statistics, machine learning tools, data structure, data modeling, cloud computing, MS Azure, and Databricks to expand and enhance surveillance data value. Provide expertise in identifying and solving data and data system problems, such as debugging others’ code, implementing processes to identify invalid data, solving data inconsistencies, and ensuring application of solutions through all technical steps. Develop and lead implementation of automation tools, data pipelines, and Extract-Transform-Load processes to ensure exceptional data quality, data validation, and data reporting. Lead or participate in operational or planning meetings to promote program goals and gain support and cooperation; assist with developing strategies for program promotion, education, communication, and outreach; independently, or in collaboration with others. Plan and coordinate program activities, including program implementation, service delivery, assessment, surveillance, quality assurance, partnerships and collaborations, outreach, orientation, training, evaluation and reporting to ensure surveillance and epidemiologic program and project success. Identify, analyze, and evaluate public health programs and surveillance impact. Collect and analyze data from existing or proposed systems, strategies, services, or other data sources to address complex program needs; prepare reports for use in evaluating program operations and other work incidental to the implementation, development and evaluation of the program. Monitor and conduct assessments and compliance reviews, for program compliance requirements; negotiate/implement corrective actions, as needed. Prepare reports of findings, evaluations, and recommendations in terms of strategies, services, and resources. Develop, implement, and monitor performance evaluation and tracking systems; evaluate and analyze data collection, utilization methods, and quality control. Perform data analyses as part of a public health program, utilizing statistical techniques commonly used in epidemiologic evaluations, to interpret and analyze data. Ensure the statistical validity, epidemiologic applicability, and evaluation of program activities by participating in data collection, analysis, and report writing. Consult and collaborate with health-related agencies and other public health partners. Provide scientific advice and technical assistance:  to health-related agencies and other public health partners for specific surveillance and epidemiologic programs or issues, applying appropriate scientific and technical methods and practices to develop and implement procedures, methods and strategies for obtaining and using surveillance, epidemiologic and programmatic data to describe program processes and outcomes, morbidity and/or mortality, or the results of a surveillance program or project to implement, manage, and evaluate surveillance and epidemiologic programs to the Epidemiology and Laboratory Capacity Funding Opportunity jurisdictions to ensure successful implementation and evaluation of funded projects Participate in the syntheses of surveillance and epidemiologic data for application toward designing effective prevention programs and practice guidelines while ensuring that valid research findings are disseminated and applied to surveillance and other public health programs. 

 

 

 

Qualifications

Necessary Skills and Knowledge:

Highly proficient in using various statistical software (SAS, R, SPSS, Stata, etc.) Experience with Data visualization utilizing Power BI and/or Tableau.  Aptitude for processing, working with, and evaluating data from multiple sources.  Highly detailed and organized with the ability to manage multiple tasks simultaneously. Must be able to follow protocol and process based on variables searches.   Ability to translate complex problems clearly and in nontechnical terms effectively internally and externally.  Demonstrated ability to decipher and organize databases (varies in size) and conceptualize this process for larger audiences.  Demonstrated knowledge with a variety of data tools, data etiquette, and data science.  Proven background in data science, data management workflow, data best practices, data organization, data mapping, data linking, and data merging.   Able to summarize analysis results, draw conclusions, and identify potential recommendations.  Great judgment and decision making, with strong analytical skills; business intuition and business acumen.  Able to collaborate with internal CDC partners. 

Minimum Qualifications: 

Master’s Degree in Epidemiology, Data Science, Statistics, Informatics, or related field.  3-5 years of hands-on experience in epidemiology data management working with large data sets.  Demonstrate excellent written and verbal communication in interpersonal exchanges.  Highly detailed and organized with the ability to manage multiple tasks simultaneously.  Highly proficient in using various statistical software (SAS, SQL, Python, R, Databricks, SPSS, Stata, etc.)  Experience with Data visualization utilizing Power BI and Tableau.  Ability to obtain and maintain CDC Clearance.  

 

Preferred Qualifications:

Prior experience working with the CDC is highly desired to understand the culture and environment. Experience working with Influenza and respiratory viruses.
