Senior Database Administrator

Under general direction, the selected candidate will be part of a small DBA team responsible for all phases of project database administration for the Department of Health and Human Services (DHHS) Medicaid Management Information System (MMIS). This is a very complex system containing 24 Test region environments with 312 total databases, 15,000 plus tables. The Production environment consists of 13 databases containing 640 tables in a z/OS Sysplex and DB2 for z/OS Data-Sharing environment.

 

The MMIS DB2 databases reside within the State of Nebraska’s Enterprise Computing Services z/OS mainframe Database Management Systems (DBMS). The successful candidate will work closely with State’s DB2 System Database Administrators. Project DBAs are responsible for all phases of database development, implementation, maintenance, and related work as assigned with respect to:

• Maintain physical database objects in development and production environments.

• Review, create and maintain logical and physical data models and ensure they adhere to application system standards. Collaborate with technical analysts to ensure proposed system enhancements conform to these standards

• Maintain data naming standards

• Maintain data dictionary to provide data structure and definitions with business and technical stakeholders.

• Monitor system performance and pro-actively take action to maintain client service levels, including reviewing access methods, and access times.

• Administer and enforce security standards, controls and procedures for data access based on business and legal requirements protecting State's information from intentional or inadvertent destruction or unauthorized access.

• Review designs for cost-effective solutions and communicate alternatives to technical analysts.

• Support distributed database access from multiple computing platforms including security, and performance considerations. Support for ADO/ODBC, and JDBC type connections to supported database system(s).

• Mentor technical analysts; assist with modeling and/or performance assignments. Review technical design and program SQL code for technical analysts and provide constructive feedback for improved system access.

• Responsible for providing audit information for data integrity and/or fraud investigations.

• Responsible for ensuring backup and recovery strategies are in place and functional.

• Provide Production 24x7 support for access to data stored in project database(s) (On Call rotation support will required).

• Provides production support for large, complex applications including the ability to resolve problems in constrained timeframes.

 

Qualifications

Required Skills

• Candidates must have at least 6 years database management experience, including broad exposure to the entire software development lifecycle. Experience must be current within the last year.

• Strong written and verbal skills including the ability to clearly state issues and provide recommendations for technical and non-technical audiences.

• Demonstrated experience with TSO, QMF, ISPF, SDSF, and JCL.

• Experience with DB2 for z/OS v8 or higher within the past year

• Experience with IBM Universal Database (UDB) V9.x or higher within the past two years

• At least 2 years’ experience with application, database and architecture performance tuning – ability to systematically identify worst performing components of a system and make appropriate recommendations for the greatest ROI benefits with minimal resources.

• Experience with DB2 for z/OS Performance monitoring solutions. Monitor and pro-actively take action to maintain client service levels, including reviewing access methods, and access times.

• At least 2 years experience with DB2 Performance Monitor (current within the past 3 years), or at least 2 years experience working with a competing product which includes CA-Platinum Detector or IBM Query Monitor.

• At least 2 years experience (current within the past 2 years) with DB2 Database and Utility Maintenance products CA-Platinum Detector or the IBM Automation Tool.

• Experience maintaining physical database objects in development environments and production.

• Experience creating and reviewing logical and physical data models, ensuring they adhere to standards. Ability to provide concise constructive feedback to technical analysts and educate them on good databases design practices.

• Experience maintaining a data dictionary and conforming data naming standards.

• Experience administering and enforcing security standards, controls and procedures for data access based on business and legal requirements protecting State's information from intentional or inadvertent destruction or unauthorized access. At least 2 years experience maintaining RACF group profiles in a DB2 for z/OS environment.

• Experience reviewing designs for cost-effective solutions, communicating alternatives to technical analysts.

• Experience mentoring technical analysts; assisting with modeling and/or performance assignments.

• Experience reviewing technical design and program SQL code for technical analysts, including the ability to use EXPLAIN or VisualExplain to identify and resolve potential performance issues.

• Experience providing audit information for data integrity and/or fraud investigations.

• Experience setting up and ensuring backup and recovery strategies are in place and functional.

• Experience providing Production 24x7 support for access to data stored in project database(s). (On Call rotation support will required.)

 

Preferred

• A bachelors degree in IT related field of study is preferred.

• Experience working in a cross-platform DB2 for z/OS and UDB environment

• Experience with Power Designer or other data modeling toolsets.

• Omegamon for DB2 experience

• Experience with DB2 for z/OS workload manager (WLM) address spaces, DB2 SQL Procedure Language tuning, and DB2 for z/OS Stored Procedure architecture

• Experience supporting SQL and COBOL stored procedures

• Experience maintaining RACF group profiles in a DB2 for z/OS environment

• Experience providing audit information for data integrity and/or fraud investigations

• Experience with SQL Replicator (Data Propagator) for z/OS (IBM)

• Experience mentoring technical analysts; assisting with modeling and/or performance assignments

• Experience with Optim Move for DB2 (IBM)

• Experience with File Aid for DB2 (Compuware)

• Experience with client/server environment - this experience should include LAN applications that have data served from a z9-Enterprise Class (EC) mainframe.

• Experience with IBM Universal Database (UDB) V9.x or higher within the past two years

• Use of MS-Office suite of tools.

• Use of MS Exchange mail and calendar tools.
