Essential functions (job duties): Job Purpose Directs, plans, and oversees all custodial and grounds operations over a large area of campus, including approximately 120 buildings, and oversight of a workforce of approximately 150 employees, as well as contracted services. Oversees custodial and grounds work through directing the activities of Associates Directors, who in turn assign and monitor work of assigned staff, with the goal of sustaining a safe, comfortable, functional and clean environment for building occupants and reliable and cost efficient custodial and grounds services for the University. Also collaborates with the University’s Sustainability Director in supporting the campus sustainability program. Operations Management: Selects, develops and directs a quality / customer service focused team of directors, associate directors, managers and their personnel, along with outsourced contractors in the operation, maintenance and repair of university facilities. Initiates and establishes standards for quality and service responsiveness, monitors and controls result to ensure the highest level of performance with available resources to satisfy department, division and University goals and objectives. Continuously improves the quality of services provided by motivating and empowering employees, implementing new technology, and revising processes and standard operating procedures to improve individual and team effectiveness. Monitors results and invites customer feedback to ensure responsive customer support and satisfaction. Establishes, develops, and monitors effectiveness of preventive maintenance programs within custodial, grounds and sustainability/waste stream services. Aggressively manages preventive maintenance programs to ensure maximum life expectancy of physical assets and equipment, to minimize operating costs, and to minimize equipment and building downtime. Budget and Resource Management:Direct, plan and oversee the custodial and grounds operating budgets. Monitor, review and approve departmental expenditures. Interpret University priorities and allocate department resources. Establish equipment needs and maintain equipment in a responsible manner. Monitor and oversee budget and expenditures through regular review of budget with engagement of department associate directors. Responsible for ensuring reliable and cost-efficient operation and management of custodial and grounds equipment and labor resources. Works closely with customers and department partners including Design and Construction Services, Utilities and Energy Management, FPM Business Services, Risk Management, OEHS and WSU PD. Workforce Management:Maintain sufficient staffing levels of custodial, grounds and sustainability departments within constraints of operating budget. Utilize diverse labor sources. Evaluate and determine need to outsource contracted labor and services as required. Develop assignments and scheduled activity for employees within area of responsibility. Develop staffing plan and schedules for special events. Staff Supervision:Oversee and supervise staff. Recruit, hire, train, direct daily activities, discipline and develop staff to ensure accurate and timely customer service and service delivery. Ensure transactions for all personnel within the assigned units are performed in compliance with University policy and procedure. Staff Development:Oversee and provide guidance to Directors and Associate Directors responsible for custodial, grounds, and sustainability services within their respective areas of authority. Offer ongoing support and mentorship to management staff through continued education, product demonstrations, and personalized training sessions. Quality Service:Continuously improve the quality of services provided by motivating and empowering employees, implementing new technology and revising processes and procedures to improve individual and team effectiveness. Manage the development and implementation of the Custodial Quality Improvement Program. Monitor results and invite customer feedback to ensure customer satisfaction. Vendor Management:Oversee selection of outside vendors; maintain and enforce associated RFP's, purchase orders, and budgets. Manage the implementation of the annual uniform RFP, including the ordering, measuring, and replacement of uniforms for all employees. Labor Relations:Administer collective bargaining agreements. Monitor compliance with University policy and contractual agreements. Participate on negotiating teams for collective bargaining agreements/contracts. Health & Safety:Work closely with other FP&M departments, Environmental Health and Safety and all customers to ensure health and safety of the workplace and compliance with all legal requirements of MIOSHA or related agencies. Perform other related duties as assigned. Qualifications: Education: Bachelor's degree - Bachelor's degree from an accredited college or University in business management or related degree. Master's degree preferred. Experience: Expert(established subject matter expert, 7+ years experience) - Minimum 7 years of supervisory experience in a custodial services organization or related organization at a Director or similar level. - Experience in developing, monitoring and controlling a significant operating budget. - Experience in supervising employees covered by a collective bargaining agreement, such as handling and responding to grievances, staffing procedures and following a contract in general. - Experience in higher education preferred. Knowledge, Skills and Abilities -Supervisory Skills: Ability to delegate work, set clear direction and manage workflow. Strong mentoring and coaching skills. Ability to train staff and develop subordinate's skills. Ability to foster teamwork among staff members. -Financial Skills: Understanding of basic finance, accounting and cost analysis. Ability to develop and manage a budget. Ability to develop justifications for funding of requests. -Communications Skills: Ability to interact and articulate sensitively with students, faculty, staff, and administrators in a multicultural and diverse community. Excellent written and oral communication skills. -Analytical Skills: Ability to compare, contrast and quality check work with a keen attention to detail. Strong analytical skills including critical thinking and problem solving. Ability to analyze and interpret contract language. -Technology Skills: Proficient in the use of automated systems, Microsoft Excel and other Microsoft Office tools. -Organizational Leadership Skills: Ability to plan and set strategic direction for program development. Must be an effective communicator capable of communicating to both subordinates, peers and upper management as required.
