Senior Director, Global Technology Infrastructure and Software (Hybrid)

Overview

The Senior Director – Global Infrastructure and Software will lead the Category Management and Strategic Sourcing (“CMSS”) function for the Global Infrastructure, Enterprise Software and Business Software areas supporting Cigna's Technology Function and market facing  Business Areas. 

He/She/They will be the primary liaison between Global Procurement, Third Party Management & Shared Services (GPTPMS) and technology and business SLTs and will supervise the GPTPMS teams responsible for purchasing the infrastructure, telecom and enterprise and business software used by multiple Cigna areas. He/She/They appreciate that Cigna is a highly matrixed company and is adept at working across large organizations and interacting effectively with diverse personalities and leadership styles. He/She/They understand that the work supports $1.5B in annual spend and that it is routinely presented and reviewed with Technology and Business SLT and Corporate Executive Leadership; it therefore always reflects the quality and attention to detail demanded by that that audience. Major Activities

The Senior Director will be the primary liaison between Technology and Business SLTs and GPTPMS. He/She/They will have a solid understanding of overall business strategies, and technology’s role in implementing those strategies. 

Develops “trusted advisor” relationships with Technology and Business SLTs and their teams in representing GPTPMS.

Deep understanding of the Cigna’s need for technology, technical products and services and the suppliers Cigna can engage to fulfill those needs.

Collaborates with business and technology stakeholders to develop Category plans that will maximize supplier value and minimize risk to Cigna, and regularly updates and reviews those plans with senior leadership stakeholders.

Meets regularly with technology and business stakeholders to monitor evolving business requirements, evaluate supplier performance and gauge satisfaction.

Builds strong networks within GPTPMS and across the company.

Technical Skills: Category Management and Strategic Sourcing. 

The Senior Director has a deep understanding of the procurement categories (Enterprise and Business Software, IT Infrastructure and Telecom) critical to the success of Cigna’s technology and business functions. He/She/They will work collaboratively with technology and/or business stakeholders to maximize competitive tension and minimize risk throughout the strategic sourcing and procurement cycles.

He/She/They will have expertise in category management, strategic sourcing principles, negotiation concepts, contracting principles, and procurements systems (Ariba, Icertis etc.).

Oversees detailed financial analysis of the in-scope technology categories to determine market and world class costs for specified products and services.

Based on Cigna's corporate objectives and market trends and in collaboration with technology and business SLT and finance, develops the value capture, supplier diversity and sustainability targets for the categories within this portfolio.

Develops annual Category plans and gains agreement and commitment to implement those plans from the technology and business leaders.

Identifies opportunities to introduce and heighten competitive tension among suppliers to ensure they deliver maximum value to Cigna.

Identifies strategic sourcing opportunities and works with staff to develop, document and execute the appropriate sourcing strategies to maximize value capture.

Actively manages the quality and accuracy of the transaction pipeline and operational reporting. Reviews operational reports with staff and clients regularly.

Is personally involved with and “leads from the front” on complex, strategic negotiations.

Shepherds' procurement transactions through the internal approval cycle.

Recommends operating practice and process changes.

Global Procurement and Third-Party Management

Has 10+ years in Technology Category Management, Strategic Sourcing, Sales and/or Supplier Management.

Has 5+ years management experience in a Category Management, Strategic Sourcing, Sales and/or Supplier Management role.

Has deep knowledge of the Enterprise and Business Software, IT Infrastructure and Telecom categories: strategically, functionally, operationally, and geographically.

Thoroughly understands the technology needs of Cigna's Technology and Business SLT and has the ability to drive data and analytics solutions to support those needs.

Is an expert in Category Management, Strategic Sourcing concepts and methodologies and has the proven ability to develop and execute complex category management and sourcing strategies.

Understands the strategic sourcing implications of key industry trends and developments.

Understands industry cost structures and drivers and implications for strategic positioning.

Provides fact-based advice to decision makers and oversees development of market and industry analysis.

Is able to measure and track performance against plan.

Develops and implements financial metrics.

Reports performance against objectives.
