Senior Director, Portfolio Lead

ICF’s Health Modernization Solutions line of business within the Health Technology Division is a rapidly growing, entrepreneurial, technology department, seeking a motivated Senior Director, Portfolio Lead to lead a group of projects, teams of architects, analysts, developers, designers, and support staff to support multiple customers and contracts across the division.

What you’ll be doing: 

Manage a program of digital modernization projects/programs across multiple clients 

Actively work with clients to identify and develop new opportunities 

Advise government stakeholders to execute a complex set of technology-driven work 

Work with government leads, ICF project managers, and technical resources to identify solution strategies, delivery practices, and implementation plans over a series or projects and programs 

Provide reach-back and escalation support for IT governance needs of programs, task orders, and project efforts  

Manage BPA, program, and project-level execution 

Collaborate with other ICF divisions, subcontractors, technology partners, and government customers to lay out program strategy efforts to support delivery and growth 

Manage a team of senior managers and engineers to manage time and expectations of multiple projects and team members 

Play a key role in supporting growth activities within a defined program and account space 

Manage a P&L and meet all financial targets 

What you must have: 

Bachelor's or Master’s degree in technology related field or business administration from an accredited institution 

Ability to obtain Public Trust clearance 

10+ years of experience managing a profitable P&L 

10+ years of experience supporting on-contract growth, including demonstrated year-over-year growth in managed accounts  

10+ years of experience contributing to new business and pre-sales activities, including successfully participating in capture and proposal efforts for larger bids ($25M+ total contract value)

10+ years of experience managing and mentoring a team of people 

10+ years of large-scale program and/or portfolio management experience in a very fast-paced, dynamic environment 

15+ years’ experience analyzing complex problems that impact the project and provide innovative solutions and options that include analysis of schedules, costs, and technology or tools 

 

What we’d like you to have: 

7+ years managing a profitable P&L of at least $50M in gross revenue per year 

10+ years’ experience managing distributed delivery teams with 20 or more people 

15+ years’ experience managing projects and contract engagements with high CPARS 

15+ years’ experience providing consulting services to the federal government for large scale custom engineered solutions using open source technologies (such as Node, Angular, React, AWS, etc.) 

Project Management Professional (PMP) certification 

Demonstrated ability to develop and maintain positive relationships with key clients in target accounts 

Expert in analyzing complex problems that impact the project and provide innovative solutions and options that include analysis of schedules, costs, and technology or tools 

Understanding of proposal processes and federal acquisition process, including knowledge of standard GWACs/contract vehicles in the digital modernization space 

Familiarity with project finance fundamentals and the ability to manage different types of contracts (FFP, T&M, etc.)  

Experience executing at least one successful recompete bid on managed accounts 

Experience negotiating subcontracts with a prime contractor, maximizing workshare and labor categories 

Experience in capture activities 

Travel to client sites in the DMV will be required as needed for project team and at the client’s request.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$206,572.00 - $351,173.00
