Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates operating health centers across the U.S. Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization formed as the advocacy and political arm of Planned Parenthood Federation of America. Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (PPAF) seek a Senior Director, Procurement. This position reports to the Chief Financial Officer in the Office of the CFO. The Procurement Department is responsible for developing the systems and processes used to secure necessary goods and services for the organization, including travel. The department also negotiates costs, prepares contracts, and processes invoices and payments to ensure that PPFA acquires the goods and services critical to achieving its mission in a timely and cost-effective manner.
Purpose: The Senior Director, Procurement will develop and lead PPFA and PPAF’s Procurement Strategy, focusing on optimizing and standardizing procurement policies, sourcing processes, supplier relationships, supplier management, and delivering cost savings for services and goods. This role will work cross-functionally with internal stakeholders and executive leadership across the National Office to oversee and execute procurement activities across multiple categories–such as technology & data, staffing services, events and logistics, solicitation services, campaign and advocacy services and content acquisition –ensuring alignment with business goals, operational efficiency, and budget targets. In addition, the Senior Director, Procurement will manage the Accounts Payable team and make decisions on procurement best practices, procurement staffing, procurement team organizational structure, opportunities for improving procurement across all stakeholders, and design training, communications, and change management systems to ensure optimal compliance by the organization.
Delivery: ●Structure existing and future procurement staff to maximize effectiveness and efficiency in the delivery of a centralized procurement system.●Assess the current procurement system and processes and make recommendations to optimize the procurement function at PPFA and ensure ongoing alignment with other processes that are input and output of the procurement process.●Develop and implement a comprehensive procurement strategy to meet PPFA business objectives.●Collaborate with Tech Strategy & Services to proactively align procurement processes with technology and data governance best practices.●Partner with technology teams within Tech Strategy & Services to ensure that the right technology enablement layers are utilized to empower the procurement team.●Work with appropriate teams to analyze and monitor all category spends to ensure maximum value, spending, efficiency, and compliance with PPFA and PPAF procurement and governance standards.●Create Key Performance Indicators (KPIs) for the category budget holders and leaders ●Lead, train, and develop procurement staff effectively to implement best practices, optimize resources, and ensure minimal disruption when implementing changes to procurement across the organization.●Pursue cash flow improvements through negotiation of payment terms.●Working closely with business leads and legal counsel, leading contract negotiations to secure mutually beneficial terms and conditions with key vendors and agencies.●Manage supplier risk by ensuring selected vendors are compliant with PPFA and PPAF’s expectations for quality, security, compliance and performance. Track supplier performance to ensure performance is in line with the deployed category strategies.●Drive annual productivity improvements in each category of spend by developing and ensuring the implementation of ideas to optimize total cost of ownership (TCO) for spending categories.●Review major contracts for key areas of spend and act as a Subject Matter Expert (SME) resource for planning and leading complex negotiations or re-supply modeling. Create a procurement playbook as it relates to cyclical spending.
Engagement: ●Lead, coach, and develop high-performing procurement and accounts payable teams, fostering a culture of continuous improvement, accountability, knowledge sharing, and innovation.●Build a culture of procurement business partnerships by cultivating strong relationships with key stakeholders, business unit leaders, and executives to become a valued partner and trusted advisor, cementing the strategic value of Procurement within the organization, driving performance improvements, and fostering innovation.●Collaborate with the Technology Business Partners team to ensure appropriate discovery process and requirements gathering has occurred in alignment with organizational goals and governance prior to procurement onboarding.●Working closely with the Department of People, Culture and Equity, ensure that the organizations’ ways of engaging independent contractors and staffing services providers are compliant with law and internal policy, and support the organizations’ enterprise workforce management strategies.●Working closely with the Office of General Counsel, maintain robust training and policy environments with regard to legal compliance, across the organizations and within the Procurement Department. ●Monitor ongoing quality of operations to continuously improve process and strategy in support of long-term procurement and organizational goals.●Leadership and coaching of procurement/wider colleagues across PPFA and PPAF to help develop capabilities that will transform the organization.
Knowledge, Skills and Abilities (KSAs):
●Bachelor’s degree, preferably in economics, business, procurement, supply chain management, or a related field.●10+ years of relevant strategic sourcing experience with a focus on service procurement.●Proficiency in Strategic Sourcing best practices (e.g., category plans, market intel, competitive bids, negotiation planners, dual sourcing, etc.).●3-5 years experience in procure-to-pay systems is a must●In-depth experience conducting sourcing events and negotiating complex contracts with a wide range of vendors and professional service providers.●Familiarity with basic principles of contract law, and substantial experience working with attorneys on the review, negotiation and drafting of contract terms.●Substantial experience with procurement in highly regulated environments required; experience with specific regulatory environments, including those for tax-exempt organizations, solicitation-related services, intellectual property licensing, data management, or political advocacy preferred.●Experience with a shared procurement system serving multiple entities, with distinct regulatory requirements, preferred.●Experience developing and implementing sourcing strategies for assigned categories/commodities.●Proven ability to develop independent, high-performing teams.●Strong knowledge of accounts payable and generally accepted accounting principles (GAAP).●Ability to work across geographies and time zones with business/process partners (internal and external) around the globe.●Ability to work collaboratively and flexibly with a dynamic, fast-moving team, completing multiple tasks with poise, accuracy, and confidence.●Strong organizational, analytical, and problem-solving skills.●Well-developed interpersonal, verbal, and written communication skills and advanced facilitation experience.
