Roles and Responsibilities:
+ Manages Rail Service Planning staff in development and publication of employee timetables, public schedules, and electronic schedule data for ongoing rail service.
+ Coordinates planned rail scheduling activities, initiatives, and proposals with external agencies and internal departments
+ Manage and support rail operations response to temporary conditions or unplanned events that affect delivery of scheduled service (e.g., severe weather, infrastructure outage, resource availability) as required.
+ Develop recommendations for adjustment to existing services, in response to business conditions, interagency coordination needs, planned infrastructure projects, special events, or other NJ TRANSIT objectives.
+ Coordinate with department staff and consultants on matters relating to delivery of long range service plans, including assessment of capabilities of proposed infrastructure projects, operating plans, and interface with planned supporting projects.
+ Manage collection of rail ridership information in support of FTA and Title VI compliance efforts, as required.
+ Implements quality control and quality assurance procedures to ensure high quality work products.
+ Provide timely responses to internal and external inquiries as they arise.
+ Lead administrator for TrainPlan scheduling system, coordinating user access and ensuring downstream systems receive necessary schedule updates.
+ Monitor operations performance and directs research and corrective schedule actions.
Education, Experience and Qualifications:
+ Bachelor’s degree in planning, business administration or related area and ten (10) years of industry experience, with a minimum of seven (7) years in service planning, service development environment, or related experience.
+ One (1) year of closely related experience may be substituted for each year of Education required.
Knowledge and Skills Required:
+ Knowledge of operational functions and non-operational disciplines that affect delivery of scheduled service.
+ Strong customer experience orientation and knowledge of guidelines and regulations governing temporary and permanent service changes.
+ Must have strong communication, negotiation, and interpersonal skills with the ability to accessibly articulate technical information or technical reasoning.
