The pay range for this position is between $152,116 - $174,940 annually.

Summary

Responsible for:

Oversight of the daily operations of Whole Person Care services. Ensuring the quality and effectiveness of all Child/Family, Adult, Transition Aged Youth, Enhanced Care Management, Residential and Substance Use Divisions, as well as Intake services. Ensuring all administrative and clinical operations perform at optimum capacity in order to maximize client access and progress. Participating as a member of the senior management team to formulate and implement policies and plans to meet objectives related to clinical services.

 

Primary Duties

Management

Manages daily operations of Whole Person Care services, responding to crises and systematically monitoring services, resources, and proper management. Assists the Senior VP, Whole Person Care in the hiring, orientation, evaluation, training and supervision of Division Directors, each of whom manage clinical programs. Mentors/trains Division Directors to develop individual plans that focus on program effectiveness and management skills. Performs managerial duties including interviewing applicants for employment; assigning and reviewing progress of assignments; managing performance and recommending salary increases; and developing higher levels of expertise in staff members by encouraging further education, participation in seminars and providing learning opportunities within the Agency. Engages in equitable practices throughout the entire lifecycle of staff. Delegates decision-making and responsibility to the appropriate level, providing the necessary information and direction. Monitors operational reports and dashboards, inclusive of those pertaining to quality and client service expectations, and regularly reports findings to supervisor. Ensures resources and systems are in place to support the training and continuous learning of staff. Collaborates on initiatives and in meetings where a clinical perspective is needed. Utilizes agency climate survey to guide tailored quality improvement plans by program. Monitors agency personnel resources, in terms of satisfaction, volume, and skillset in order to maximize quality care. Regularly shares updates on personnel matters and changes to supervisor. Participates in managing initiatives/projects related to client services, ensuring follow through after roll-outs and training. Fosters an environment of equity, inclusion and belonging, as well as respect for diverse perspectives.

Financial/Resource Management

Oversight of grants that are implemented within programs. Assists Division Directors in developing and monitoring compliance with annual budgets. Monitors staff and program service expectations and maintains responsibility for performance. Ensures that program staff efficiently utilize financial resources while maintaining commitment to quality service when requesting and purchasing program equipment and supplies. Provides financial reporting into supervisor on a regular basis.

Program Quality, Compliance, and Reporting

Develops or refines program policies and procedures designed to improve client services and clinician experience. Guarantees programs’ compliance with philosophies, standards, contracts, policies, procedures, accreditations, and guidelines established by the Agency. Leads or participates in Joint Commission committees that maintain accreditation standards. Regularly reviews all critical incident and grievance reports pertaining to clinical services and works with Health and Innovation in developing corrective action plans. Regularly assesses the quality of clinical programs, conducts root-cause analyses on areas of concern, and initiates quality improvement activities; also reports to supervisor on regular basis on findings. Establishes and maintains on-going evaluation of program effectiveness and clinical intervention as needed, ensuring fidelity to empirically based practices. Represents the Agency at meetings with other private and public agencies including the Department of Mental Health, Substance Abuse Prevention and Control, etc. Regularly reviews reports and dashboards that guide clinical operations; measures progress against goals, and reports results to supervisor. Implements and enforces appropriate disciplinary mechanisms when violations are detected; establishes reasonable steps to respond appropriately to the violation and to prevent similar violations in the future. Attends, participates, leads and/or facilitates routinely scheduled meetings as requested or required on the program, division, and senior level.

 

Position Requirements

Demonstrate a working knowledge of directing and managing large multiple programs in mental health services in a non-profit social service/community mental health environment. Have a working knowledge of current community mental health standards with an emphasis on client empowerment, family involvement, cultural competence, diversity and psychosocial rehabilitation. Support the values and mission of Didi Hirsch as related to employment. Know and comply with Agency policies and procedures, HIPAA, DMH, SAPC and DHS policies and documentation guidelines, and other state, federal regulations relating to adult service programs for individuals with a history of mental illness or substance use. Demonstrate full working knowledge and experience in program development and clinical supervision. Demonstrate budget preparation and fiscal management skills. Demonstrate very effective oral and written communications skills. Efficiently use the personal computer to include: word processing, spreadsheets, presentation software, database, paperless charting system, and project management. Demonstrate skill in organizing, tracking and prioritizing multiple complex tasks and projects. Have project management skills and experience, including working with teams to identify needs and develop processes to address those needs. Understand risk and liability issues relating to clinical care, personnel management and other organizational matters. Demonstrate strong leadership skills including the ability to inspire, direct and elicit cooperation. Utilize analysis, experience, and judgment to make solid management decisions. Demonstrate commitment to team objectives and Didi Hirsch philosophies. Adapt to changing needs by acquiring new skills and knowledge. Current California driver’s license and a driving record acceptable to the Agency’s insurance carrier.
