JOB TITLE: Senior Director Capital Asset Planning AGENCY: Construction & Development DEPT/DIV: Planning/ Capital Asset Planning REPORTS TO: Senior Vice President Capital Strategy & Planning WORK LOCATION: 2 Broadway HOURS OF WORK: 8 : 3 0 AM to 5: 0 0 PM or as required (7.5HR/ DAY) HAY POINTS: 109 6 SALARY RANGE: $ 138 , 91 8 to $ 180,761 DEADLINE: Open Until Filled Summary The Senior Director of Capital Asset Planning oversees investment planning activities for a complex and critical portfolio of assets/systems across all MTA agencies. Under the supervision of the Senior Vice President, with significant latitude for independent judgment and decision-making, the Senior Director oversees comprehensive capital planning and strategy across the MTA family to determine which assets in MTA ' s $1 .5 t rillion asset base require capital investment and associated funding needs . The Senior Director will shape how these priorities turn into discrete capital project recommendations and oversee the creation and improvements to data-driven investment planning for the assigned asset categories. Responsibilities Responsibilities include: Overseeing the capital planning activities for a complex and integrated set of asset classes or topics across all MTA agencies. Developing capital strategies based on condition, performance, criticality, safety, impact on service reliability, customer experience, access , resiliency, and other relevant considerations. Develop data-driven strategies to guide prioritization and scoping of capital investments. Shaping strategies and priorities into recommendations for discrete capital project s . Leading coordination across asset classes to enhance coordinated and collaborative cross-asset planning and project development. Establishing areas of analysis , including system/network analyses , life-cycling costing , condition deterioration analysis , investment scenario modelling for prioritization of investments , and metrics to establish explicit linkages between the MTA Agencies ' objectives and investment priorities with desired and specific outcomes. Spearheading the ongoing improvement of capital asset data, decision-making criteria, investment rules, and analytic tools for continuously improving the MTA ' s capital planning process. Developing investment prioritization documents and materials including, but not limited to, MTA ' s Twenty-Year Needs Assessments and Five-Year Capital Plans . Information and materials should communicate investment strategies effectively to technical and non-technical stakeholders within and outside of the MTA. Creating strategies that will improve MTA ' s long-term capital plans. Leading planning studies , engaging with multiple constituencies , diverse stakeholders and political representatives. Interfacing and build ing close working relationships with Agency sponsor departments and stakeholders. Building working relationships and collaborat ing across C&D Development and C&D Delivery Business Units , handling projects in relevant subject areas. Developing and presenting planning information, processes, and results to stakeholders. Creating new and meaningful means for public communication of – and public input into - MTA ' s capital planning. Manag e a staff of professional and technical employees to implement short- and long-term goals and direction for the areas of responsibility. Selecting, developing, and managing direct and indirect reports, including coaching and counseling subordinates. Managing consultants.   Education and Experience Bachelor ' s or Master's degree in Urban Planning, Engineering, Business, Public Administration, Transportation, or a related field. Must have a minimum of twelve (12) years of related experience . Must have a minimum o f eight (8) years in the management of large projects or supervisory role in a large, multi-faceted organization. Master ' s degree preferred. AICP or PE certification is a strong plus. Competencies: Excellent communication and interpersonal skills. Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal levels within the organization. Demonstrated ability to work in a high - profile, high - pressure environment effectively. Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. Must possess excellent team - building , listening, problem - solving, and prioritization skills. Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, etc.) and strong business administrative skills (i.e. presentations, report and letter writing, time management, etc.).
