Title: Senior Director, Mid-Atlantic Utility Programs

Job Description:
We are currently seeking a Senior Director within our Utility Programs and Services (UPS) Division to act as regional deputy and focus on managing and growing ICF’s utility business in the Mid-Atlantic. The successful candidate will manage our existing suite of integrated energy solutions across residential, commercial and industrial (C&I), and behavioral sectors including energy efficiency, demand response, electrification, smart grid, and renewable energy offerings; manage portfolio budgets and performance; build and strengthen relationships with clients; hire and mentor staff; design and implement program strategies and plans; as well as develop and execute internal strategies to further influence market adoption of ICF’s broader suite of products and services.
The ideal candidate will have a demonstrated track record of developing and managing successful demand side management programs, proven experience maintaining strong senior-level client relationships, and successful leadership of large utility procurements. Additionally, the candidate should have experience in growing and developing internal staff, contributing to thought leadership, and supporting executive leadership initiatives.
Key Responsibilities:
Contribute to portfolio and program design, including identification, analysis and selection of appropriate energy efficiency measures and development of effective, integrated delivery strategies.
Monitor legislative and regulatory proceedings within Mid-Atlantic region to support client needs and adapt service offerings.
Oversee director-level portfolio leads to ensure team maintains program implementation excellence and achieves all contractual requirements.
Oversee program evaluation, including analysis, data collection and reporting.
Provide resource management, quality control, and budget accountability to maximize efficiencies and client satisfaction.
Manage financial metrics for Mid-Atlantic region.
Collaborate with internal cross-cutting teams such as operations, IT, marketing, and customer care to drive consistency, innovation, best practices, and operational efficiencies across the organization.
Build and maintain client and industry relationships while driving businesses towards the implementation of energy performance improvements leveraging existing market knowledge and proven energy efficient technologies.
Develop and implement long-term business plans for growing energy work in the Mid-Atlantic region while supporting the Eastern region and UPS broadly.
Manage a multi-functional project team comprised of technical and marketing specialists (some ICF internal staff and some subcontractors) to ensure timely and professional completion of all tasks and achieve specific program goals.
Manage remote and in-house team members; staff will consist of portfolio leads, program managers, energy analysts, engineers, marketers, account and trade managers, communication specialists, data analysts, and technical trainers.
Provide support in the development of new products, technical tools and resources, and offerings.
Basic Qualifications:
Bachelor's degree (Concentration in Engineering or Energy Resources, Sciences, Policy, Business or similar field) or candidates can substitute one year of work experience for each year of education
10 + years of experience developing and managing successful energy efficiency and demand side management programs for utilities, state energy offices, state/local governments, regional non-profits, or corporate organizations, with specific expertise focused on the commercial and industrial sectors.
5+ years of experience with the residential, C&I, and behavioral sectors with related energy efficient, electrification, and renewable technologies.
Demonstrated experience providing quality control and budget accountability.
Demonstrated management experience of multi-client portfolio of programs and multi-disciplinary teams including subcontractors and strategic partners.
Preferred Skills/Experience:
Master's degree (Engineering, Energy Resources, Sciences, Policy, Business)
An understanding of energy management, regulatory support, design, account management, and engineering.
Industry certifications, professional affiliations, and publications.
Knowledge of energy efficiency and demand management policies and specifically the Mid-Atlantic utility and regulatory market.
Knowledge of distributed energy resources, water efficiency, sustainability, and integrated resource issues.
Experience managing consulting projects for electric and gas utilities or public benefit agencies, or for the Department of Energy, Federal Energy and Regulatory Commission, or Environmental Protection Agency.
Experience with implementation of corporate energy management programs and continuous improvement standards (e.g., Six Sigma, ISO 50001).
Superior interpersonal skills including courtesy, professionalism, and a collaborative attitude.
Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel).
Ability to be flexible to handle multiple priorities.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$154,248.00 - $262,221.00Maryland Remote Office (MD99)
