Reporting to the Vice President for Finance, the Senior Director of Procurement Services is responsible for leading and optimizing the centralized procurement service for the University. This role involves developing and implementing procurement strategies that align with the University’s mission and goals, ensuring cost-effective purchasing practices and fostering strong relationships with suppliers. An emphasis will be on responsibilities for assuring compliance with federal requirements on contracts and grants, coordinating multi-disciplinary laboratory and research procurements, and providing competitive contracts for capital projects. The Senior Director will oversee a team of procurement professionals and work closely with the colleges, departments and University leadership to drive efficiency and value. The Senior Director will provide strategic leadership to the University’s Purchasing Services, Asset Management, Central Receiving, Mailroom and Reprographics.
Duties may include, but are not limited to, the following:
20% Plan, prioritize, assign, supervise and review the performance and operation of Purchasing Services, Asset Management, Central Receiving, Mailroom and Reprographics. Led, mentor and developed the Procurement team, fostering a culture of continuous improvement and professional growth. Set performance goals and conduct regular performance reviews.20% Develop and execute procurement strategies that support the University’s objectives. Collaborate with the Vice President for Finance and senior leadership to align procurement initiatives with the University’s goals. Monitor market trends and provide potential opportunities for effectiveness and efficiency improvements.10% Review, analyze and advise on technical and specialized procurements and on adherence to federal contract and grant requirements. Liaison with Federal granting offices to ensure compliance with applicable laws, regulations and reporting requirements associated with procurement.15% Provide assistance to university faculty, project researchers, and administrators in preparing requests for proposals, requests for qualifications, justifications, bids and quotations. 20% Establish and maintain strong relationships with key suppliers, and negotiate agreements to ensure favorable pricing, terms, and conditions. Monitor supplier performance and correct as needed. Analyze procurement data to identify cost-saving opportunities and efficiencies.10% Collaborate in the procurement process for capital projects.5% In collaboration with the Vice President for Finance, develop, prepare, and review the annual budget for Procurement Services
Experience or Training
10 years of progressive purchasing experience, preferably in a university health science and research-related setting with 5 years in a leadership roleDetailed working knowledge of public purchasing principles and practices required; Extensive background in Federal/State sponsored research procurement activities. Must have full knowledge of methods, practices, and procedures for purchasing. Proven managerial skills in Purchasing activities, including data collection, vendor selection, and review of contract terms requirements.Any combination of education and/or experience equivalent to a Bachelor’s degree in Business Administration, Supply Chain Management or related field.
Pay and Benefits
The pay range for this position is $140000.00 - $160000.00
