Job Description
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
ROLES AND RESPONSIBILITIES:
The IT Strategy and Project Management Unit is looking for a Senior Director of Project Management and Technology Services. Under the leadership of the CIO, the Senior Director’s role is to ensure the successful execution of DYCD’s mission by providing direction to a team of Business Analysts, Quality Assurance Analysts and Project Managers aligned with the various IT portfolios. This requires guiding the team to interpret business requirements into functional requirements, whilst also thinking holistically about how and where each piece fits into the overall vision.
The Senior Director would work with the team and various stakeholders to determine what functionality would improve user experience, what data elements would be needed for analytics and what system functionality would move the products forward into a cohesive enterprise solution for internal users, external providers, and the public. Some of the responsibilities are listed below.
- Reports to the CIO
- Manage teams of Project Managers, Business Analysts, and Quality Assurance Analysts
- Mentor and develop team members, providing opportunities for professional growth and skill enhancement
- Define the vision for each team’s product and create a product roadmap based on this vision
- Work with Business Analysts and Project Managers to manage the product backlog for each project and define priorities in alignment with agency goals
- Provide guidance throughout the development process to ensure an improved user experience
- Ensure quality control for the applications that are developed
- Ensure timely completion of deliverables by coordinating resources and timetables with staff, business users, and vendors
- Oversee the performance of each team and resolve conflicts when they arise
- Build teamwork within the team and across teams, maintaining agile and DevOps processes
- Identify and mitigate risks associated with project delivery and technology services
- Foster a culture of innovation and continuous improvement within the team, encouraging the adoption of new technologies and methodologies
- Act as the primary liaison between IT and business units to ensure alignment of IT services with business needs
- Report to management on the status of the portfolio; ensure documentation is developed and maintained for the portfolio
- Communicate key insights and findings to the product team
- Constantly look for ways to improve monitoring, discover issues, and deliver better value to the customer
- Participate in SCRUM kick-off and daily SCRUM meetings with the delivery team to review cross-project progress, including deliverables and action items
- Ensure proper documentation, including specifications, testing plans, installation/ operational/ performance qualifications, training plans, etc.
- Maintain up-to-date knowledge of core products and platforms
Qualifications
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
