Position Summary
Provides the strategic leadership, oversight and vision to build, enhance, and sustain a comprehensive, system-wide privacy program, ensuring compliance with applicable privacy laws and regulations. Reporting directly to the Senior Vice President and Chief Compliance Officer, the Senior Director, Privacy Officer will develop, coordinate, and oversee HIPAA privacy programs, frameworks, and governance structures for the organization, partner with key stakeholders to implement privacy compliance efforts and programs, and design and integrate communications strategies for privacy compliance information and training regarding privacy policies and procedures, and obligations.Job Description
Texas Health Resources Privacy Officer:
- Provide oversight and direction to all THR entity privacy officers;
- THR liaison with the Office of Civil Rights (OCR), the HIPAA regulatory agency, in connection with HIPAA Privacy issues;
- Develop and implement system-wide HIPAA Privacy policies and program;
- Establish, oversee and supervise THR's privacy breach complaint system, investigation and resolution;
- Develop and deploy system-wide privacy training program;
- Coordinate strategic alignment between THR's HIPAA security and privacy programs;
- Oversee and manage THR privacy auditing/monitoring program for CareConnect;
- Quarterly reports to THR Sr. Management; Serve as Chair of the THR HIPAA Privacy Council;
- Serve as the THR expert for HIPAA rules and regulations;
- Oversee system-wide processes to maintain compliance with HIPAA requirements.
Lead System Privacy Council meetings:
- Oversee entity compliance with privacy program management.
- Develop and maintain internal privacy resources and tools.
- Perform privacy officer role for System Services, including compliance monitoring walk-throughs and policy training requirements.
- Collaborate with other departments to maintain organizational privacy compliance due to transformation and strategic initiatives.
Maintain knowledge of current and emerging regulatory requirements, standards, industry trends, and pertinent issues:
- Disseminate relevant information to stakeholders for assessment of impact to Texas Health.
- Liaison to Texas Health workforce and entity privacy officers regarding ongoing compliance issues and policy interpretations.
- Oversees maintaining system-wide consistency in regulatory and policy compliance and interpretations.
Member of multiple Councils/Committees (Innovation Technology Services Council, Clinical Development Committee, CareConnect Privacy and Security Committee, Health Information Exchange, Transitional Care Team, Meaningful Use Sub-group, CareConnect MyCare and CareEverywhere, E-Signature Project).
Education
Bachelor's Degree Required
Masters Degree Preferred
Experience
5 Years Increasingly responsible positions in a multi-hospital environment including experience in compliance and health information privacy regulations, policies and processes. Understanding of revenue cycle and reimbursement for federally funded programs and private payers required Required
Director Level Experience Strongly Preferred
People Management Experience Strongly Preferred
Licenses and Certifications
Other Credentials in healthcare privacy and/or HIM preferred. Healthcare compliance/security a plus. Upon Hire Preferred
Skills
Knowledge of Federal and State Privacy and Information Security laws and regulations. Knowledge of continuous improvement, change management. Excellent written and verbal communication skills.
