Summary
SUMMARY: Partners with organizational leadership at all levels, facilitating the delivery of human resources programs and services to support the organization’s business objectives and overall strategic plan. Acts as AHS management representative in contacts with union representatives and/or departments on meet and confer processes, grievances, disciplinary actions, and other labor relations activities
DUTIES & ESSENTIAL JOB FUNCTIONS:NOTE:The following are the duties performed by employees in this classification, however, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.
1. Participates in negotiations as first chair. Assists in the preparation of the Memoranda of Understanding which includes developing contract language; prepares other correspondence and memoranda as required; makes presentations as necessary.
2. Mentors Employee Relations Consultants, offering guidance re specific complex and escalated issues.
3. Acts as AHS management representative in contacts with union representatives and/or departments on meet and confer processes, grievances, disciplinary actions, and other labor relations activities.
4. Contributes to and guides informed decision making to identify trends and work with business leaders to determine root cause of issues; develops organizational effectiveness solutions; facilitates individual, team and leadership interventions
5. Takes the lead on meet & confer process as required.
6. Provides research and analysis of facts pertaining to potential or stated employee organization demands. This may include cost or budget impact information relating to salary or benefit proposals.
7. Attends and participates in closed sessions with the AHS Board of Trustees regarding negotiations.
8. Functions as the HR Partner to management teams of assigned client groups. Supports assigned client groups in the achievement of its people related objectives for employee satisfaction, patient or customer satisfaction, labor costs targets, talent development and the development and maintenance of a high performing workforce. Actively participates in development of employee relations programs.
9. Develops and presents MOU training to Leadership including changes to MOU after negotiations.
10. Consults with and provides advice to departmental management and supervisors on matters pertaining to employer employee relations and Memoranda of Understanding; may provide training to management personnel regarding the impact of agreements with labor organizations.
11. Keeps abreast of labor/employee relations laws, court decisions and trends affecting both the private and public sector. Requires prior experience in advising/educating managers with respect to employee relations issues and HR related laws, regulations, and practices specific to California.
12. Develops various training for leaders in best employee relations practices and strategies for managing supervisor problems and employee grievances.
13. Partners with management teams of assigned client groups; supports assigned client groups in the achievement of its people-related objectives for employee performance and satisfaction, labor costs projections, talent development etc.
14. Supports leadership in the areas of coaching/counseling, PIP review and delivery for performance issues (including reduction in force).
15. Identifies trends across the business groups and recommends appropriate action; acts as a conduit for the client groups needs as well as for HR programs and processes for business effectiveness; partners with other HR staff to research and share best practices.
16. Conducts investigations including claims of sexual harassment, bullying and discrimination.
17. Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Required Education: High School diploma or equivalent.
Preferred Education: Bachelor’s degree in a relevant field from an accredited college or university
Required Experience: Six years in HR/Employee Labor Relations
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
