Perform journey-level engineering work requiring independent evaluation and analysis of issues and the exercise of judgment, education and experience to select and apply criteria to resolve problems and make recommendations. Decision-making includes selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. Incumbents provide technical engineering services for civil engineering projects, transportation systems/facilities, or serve as construction project managers for a large project or Citywide strategic initiative. Responsible for performing project management duties to include scope development, contract development and administration, and schedule and budget management; reviewing project documents, plans and data; preparing technical presentations, reports, plans and correspondence; reviewing commercial and residential development plans for private land development and infrastructure improvements; drafting agreements and ordinances; responding to citizen questions; coordinating and overseeing the work of contractors and engineering consultants; performing engineering and complex fee calculations; coordinating projects with stakeholders and/or regulatory agencies; performing engineering design work; or providing technical engineering support for the planning, design, operation and construction of transportation facilities, projects and systems.
