Freese and Nichols, Inc. is looking for an experienced Senior Environmental Scientist to join our dynamic and growing team in our Oklahoma City, Oklahoma office. The selected candidate may serve in multiple roles including a Project Manager, Senior Technical Advisor, and Client Development Lead on environmental projects as well as work closely with professionals in engineering, water quality, hydrology, stormwater planning, compliance monitoring, and geosciences to successfully deliver projects to FNI clients in our Central Plains Division. Candidates will have the opportunity to work on projects for federal, state, and local government clients as well as private sector clients throughout Oklahoma, Texas, and along the U.S. Gulf Coast.
The successful candidate will be someone who works well in a team environment, is responsive, and has strong communication and technical writing skills with expertise in one or more of the following fields:
Ecological Services - Environmental and biological surveys, Section 404 permitting, and National Environmental Policy Act (NEPA) documentationWater Quality Services - Environmental water quality and stormwater compliance with National Pollutant Discharge Elimination System (NPDES) regulations (municipal separate storm sewer system (MS4), Construction, and Industrial)Geoscience Services - Environmental site assessments, subsurface investigations, and risk-based environmental cleanupsPreferred candidates should have direct experience in one or more of the following areas:
Regulatory programs under Clean Water Act (CWA) including National Pollutant Discharge Elimination System (NPDES) and Spill Prevention, Control, and Countermeasure (SPCC) requirementsNatural resources surveys such as wetland delineations, threatened and endangered species habitat assessments, other functional or conditional habitat assessmentsPermitting and mitigation under Section 404 of the Clean Water Act (CWA)Coordination under Section 106 of National Historic Preservation ActAdministration of municipal separate storm sewer system (MS4) programs for municipalities, including developing and reviewing ordinances, policies, and procedures, performing plan reviews, recordkeeping, training, and facilitating education and outreach activitiesNPDES permitting, including Stormwater Pollution Prevention Plan (SWPPP) development, compliance inspections, and reporting for Industrial and Construction Permit projectsSurface water quality standards, Total Maximum Daily Loads (TMDLs) and other key water quality initiatives and collecting and analyzing water quality/sediment/ biological monitoring dataSite inspections and water quality sampling including the identification of necessary best management practices (BMPs) and corrective actionsPhase I and Phase II Environmental Site Assessments in compliance with ASTM International Standards and EPA All Appropriate Inquiry Rule and the EPA Brownfields ProgramRisk-Based Corrective Action projects under Oklahoma Department of Environmental Quality (ODEQ) regulationsOklahoma Corporation Commission (OCC) Petroleum Storage Tank Division processes as wells as field methods for oversight of installation of soil borings/monitoring wellsThis role requires:
Conduct either independently, or as part of a team, technical environmental studies and formulate results in a concise, well-written document.Use one’s own judgment in making permitting recommendations to internal and external clients.Supervise subcontractors in the performance of field work and surveys.Lead or assist in preparing scopes and fee estimates. Maintain an awareness of project budgets and endeavor to complete assignments within the budget.Draft proposals and statements of qualifications relating to marketing for new opportunities or pursuits.Interact with federal, state, and local government agencies.Coordinate with design engineers and stakeholder groups.Ability to travel for projects located outside of Oklahoma City/Tulsa areas, as needed.QualificationsRequired Qualifications & Skills:
B.S. degree with 10+ years of experience. B.S. degree in environmental science, biology, geology, urban planning, GIS, archeology, or related field. M.S. degree is preferred. A combination of education and experience may be used to meet the requirements of this job posting.Ability to utilize software including Microsoft Office products. Proficiency with standard equipment used in collecting field data and mapping such as Geographic Information Systems (GIS) and Global Positioning System (GPS).Must have experience with technical/professional writing and the ability to conduct presentations at public and client meetings.Strenuous work conditions and periodic work in inclement weather is possible. Must be able to lift over 50 pounds.Preferred:
