ProSidian Seeks a Senior Estimator Level II - Administrative/Business (ES105) to support an engagement for a liquid waste contractor (Savannah River Remediation [SRR]) at the Savannah River Site in Aiken, SC, which is owned by the U.S. Department of Energy. This service supports Environmental Management Sector Clients (For Present / Future Requirements) and ProSidian Team Members work as part of a Engagement Team Cadre to fulfill T&M - Time and Materials (T&M) requirements.
Senior Estimator Level II - Administrative/Business (ES105) Candidates Prepare estimates in support of operational, maintenance, or project work activities in order to provide the basis for decision making, planning, control and performance monitoring.Review and analyze estimates prepared by other estimators and make presentations tomanagement, when requested.Responsibilities:
Develop cost estimates applying advanced principles and concepts in a comprehensive and accurate manner, complete in all respects, for facilities with varying degrees of complexity.Identify areas of incomplete design definition within scope definition documents with multiple disciplines or specialties. Recognize omissions of necessary elements of the work scope.Review design scope for completeness and adequacy of scope definition. Coordinate with engineering personnel to develop and quantify areas of uncertain scope definition.Establish conceptual scope when required.Participate in establishing and maintaining pricing structures and credible databases to be used in the preparation of estimates. Obtain and analyze vendor information and labor productivity data.Perform construction productivity analysis; develop crew requirements by projecting work operations, by type of craft.Review estimates prepared by others for completeness, logic accuracy, and credibility.Assist in the preparation of estimate contingency requirements, schedule contingency, and Technical & Programmatic Risk Assessment.Prepare management reviews of estimates which include comparison scope, quantity, and cost data as well as estimate reconciliation for very complex activities.Prepare cost studies utilizing historical data, statistical analysis, cost, and quantity comparisons on which policy decisions will be made. Develop new estimating techniques, procedures, standards, or desktop guides.Prepare the basic parameters that measure job performance. Participate in Value Engineering studies, when requested.Prepare and review cost estimates for Contract ProposalsQualifications***Job Knowledge:
Demonstrated advanced understanding of Estimating core processes and procedures. Extensive knowledge and experience in estimating practices and methods, including demonstrated ability to organize, perform, and present cost estimating products with a minimum of supervision.Skilled in the preparation of discipline estimates in specialized areas of work scope.Has in-depth knowledge of project schedules and the ability to predict/extrapolate costs based on the analysis of scheduled activities or cost correlation.Has knowledge of manual labor performance, equipment production and the derivation of composite craft/category labor rates. Understands charging practices and the relationship of charging practices to commercial terms, invoicing, and profitability.Has knowledge of current industry and technical developments. Has the ability to accurately evaluate alternative solutions.Has technical and practical comprehension of engineering, procurement, and construction methods and techniques. Has in-depth knowledge of the associated work processes.Has knowledge of administrative and supervisory procedures and practices.***Basic Qualifications:
Bachelor’s Degree in Engineering, Technical, Construction Management, or Business and 6 - 10 years of experience in Estimating, or, 15 – 20 years’ experience in Nuclear;Heavy Industrial, or Process Chemical Construction in a field capacity with at least 10 years of Estimating experience.Comprehension of Engineering, Procurement, Construction and General Business Environments is required.Working knowledge of Planning and Scheduling and Cost Controls is necessary.Must have demonstrated skill in Conceptual Estimating, coordination with technical personnel, interfacing with Engineers, knowledge of Field Construction techniques, labor, and equipment requirements. Ability to apply advanced concepts and unique methods to quantify work condition impacts on costs is necessary.Candidate must be a U.S. citizen.Must be able to pass pre-employment drug screen and background check.***Additional Qualifications:
Has prior estimating experience working with Department of Energy (DOE) or Contractor working for DOE.Possesses substantial experience in the use of the estimating software SUCCESS Estimator.Candidate should possess excellent organizational and interpersonal skills with an ability to work closely with peers, managers, and external customers.Possess both oral and written communication skill. Substantial experience in the use of computer software products (including Microsoft Word, Excel, andPowerPoint) and be experienced in the development and use of estimating tools, processes, and techniques.Strong analytical, data checking skills are also required.***Preferred Qualifications: Has prior Savannah River Site estimating experience.
