If so, the Governor’s Office of Information Technology is looking for you to become our Senior Financial Grant Specialist to manage Broadband Grants for the Colorado Broadband Office (CBO). In this role you will primarily be tasked with reviewing financial reports and the extensive back-up documentation submitted by the grantees and determining the accuracy and appropriateness of the reported expenditures. You will be responsible for reviewing requests for reimbursement for adherence with Federal and State statutes, regulations and policy. Additionally, you will analyze, compare, monitor, and report on the financial activities of subgrantees for federal and state funded grant programs that include, but may not be limited to federal formula grants, federal competitive grants, grants awarded from private entities or funded through the State’s legislative process. Some of the day to day duties include: Providing information and recommendations, including reimbursement summaries, to the program managers as to the approval, denial, or modification of financial requests from grantees based upon an extensive analysis of the cash requests and the financial rules for the grant program. Collect and track all required performance and financial reporting for grant recipients, and maintain spreadsheets and data related to grant performance and financial reporting. Working with grantees to rectify problems with cash requests and explain to them why a cash request can or cannot be processed. Updating grant management and accounting databases using a variety of software applications to maintain day-to-day accounting activities of the grant programs and to ensure the timeliness and completeness of information for the annual federal and state reports. Ensuring submission of correct grantee information to federal agencies. Participating in the competitive grant application review process by reviewing applicants’ budgets for accuracy, allowable expenses and compliance with program guidelines prior to funding meetings. This includes tracking the federally required percentages by funding source and gathering the necessary data to report in the federal systems. Providing recommendations regarding compliance with statutory and policy requirements. Conduct and document desktop and on-site monitoring visits of projects as directed to ensure compliance with grant agreement terms and grant agreement close out procedures. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows: Minimum Qualifications: A minimum of three (3) years of professional grant management experience, or accounting experience that included planning, coordinating, monitoring, or managing grants. This experience must include at least two (2) years of financial analysis and/or reporting. Substitutions: Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications. If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis. Preferred Qualifications: Experience coordinating the fiscal aspects of the grant process including budgeting, projections and reconciliation. Demonstrated expertise and understanding of federal grants policies. Advanced Excel skills including familiarity with Pivot Tables, formulas (VLOOKUP), data validation, and logic statements to conduct complex data analysis. Outstanding skills and abilities in verbal and written communications; ability to adapt a style to fit diverse audiences of varying technical levels, and at various levels within an organization, in groups and individual settings. Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times; Initiative & self-management; the passion and ability to dive into the work and accomplish tasks within established timeframes. Self-efficacy, flexibility and adaptability; ability to perform research to identify appropriate courses of action. Strong sense of professionalism, including a strong work ethic and reliability.
