Position Overview

QinetiQ US is looking for a Senior Financial Manager with an active Secret clearance to support our client in Falls Church, VA.  The Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E))'s Joint Capability Technology Demonstration (JCTD) program conducts prototype demonstrations to address the Joint warfighting needs of the Combatant Commands (CCMD) within two to three years of that need's identification.  The Senior Financial Manager serves as the senior finance and budget expert, supporting preparation of funding documentation; reporting, analyzing, and interpreting financial performance data; and preparing reports of status and findings.  Performs program budget monitoring, budget preparation, and initiates funding transfer actions. Tracks funding commitments, transfers, acceptance, obligations, and expenditures across the JCTD Office’s projects, portfolios, and other relevant activities.  Works with the team to strategically communicate the office’s budget and fiscal outlook across the Future Years Defense Plan (FYDP) and necessary budget trade-offs; maintains cognizance of various program funds; provides oversight and coordination of inputs for recurring monthly budget execution meetings; coordinates with senior-level offices related to budget/financial taskers and data calls.

 

 

Responsibilities

The Senior Financial Manager shall perform the following Financial Management tasks for the JCTD Office:

Support the JCTD Office by providing typical services found in a programming or comptroller shop, to include Planning, Programming, Budgeting, and Execution (PPBE) and tracking data.Keep cognizance of the JCTD Office’s financials -- specifically Defense Innovation Acceleration (DIA) Program Element funds -- and maintain financial information/documentation to include: budget forecast, resource requests, obligations, expenditures, funds reconciliation, Dormant Account Review - Quarterly (DAR-Q), and statistical data presentation for senior leadership review.Contribute to the development of program and budget submissions, such as Issue Papers; Research, Development, Test, and Evaluation (RDT&E) Documents (R-Doc); Research and Development Descriptive Summaries (R-2); and Program Objective Memorandum (POM) inputs.Utilize the following Governmental financial activity systems, such as, but not limited to: Defense Agencies Initiative (DAI), Hyperion, Core Financials (CF), Enterprise Business Accountability System (EBAS), Execution Management System
(EMS) financial management tools, the Cognos Reporting tool, and the Defense Technical Information Center (DTIC) website for R-2 Comptroller Exhibits inputs.Identify, account for, and reconcile inconsistencies in monthly reporting and DAI reporting of funding obligations and expenditures.Process internal funding request forms and prepare Military Interdepartmental Purchase Requests (MIPR), Sub-Allocations, and Inter-Agency Agreement (IAA) funding documents.Prepare monthly financial execution reports that show financial execution against plan, against benchmarks, and explanations for and predictions of trends associated with overall program element performance.Maintain cordial and respectful email and telephone relations with multiple Government and non-governmental points of contact throughout the DoD, Government, and Industry. Required Qualifications Bachelor's Degree in Finance or Business (or related discipline relevant to the contract)Minimum Secret clearance required; #qinetiqclearedjob; Must be able to obtain and maintain TS/SCIMinimum of ten (10) years of relevant experienceProgressively responsible experience in financial management or accounting, with specific expertise and familiarity in the following areas:Planning, Programming, Budgeting, and Execution (PPBE) processesManaging 6.3 Research, Development, Test, and Evaluation (RDT&E) and Procurement fundingAll DoD financial systems, including the Defense Agencies Initiative (DAI)Comptroller Exhibits for R-2s Preferred Qualifications TS/SCI
