The Senior Grants Monitoring, Evaluation, and Integration Specialist (MEIS) is a pivotal role responsible for designing and overseeing robust Monitoring, Evaluation, and Learning (MEL) systems for proposal development and project management. This position ensures that MEL processes align with USAID's policies and priorities while integrating operational coordination and knowledge management practices to enhance collaboration and organizational learning. The MEIS will also serve as an operational integrator, bridging cross-functional teams, and ensuring seamless knowledge sharing to improve program outcomes. At this career level, the incumbent generally applies independent expertise to U.S. Government and other major grants monitoring and evaluation. Further, she or he often coaches and oversees the work of other specialists and related staff.

Develop and oversee Monitoring, Evaluation, and Learning (MEL) frameworks for USAID-funded programs, including Theories of Change, Log Frames, etc.
Support the development and implementation of baseline studies, mid-term evaluations, and final evaluations, ensuring compliance with USAID’s Evaluation Policy.
Monitor project performance against USAID’s indicators and targets, producing high-quality reports (e.g., quarterly and annual reports) for internal and external stakeholders.
Prepare high-quality reports in compliance with donor reporting standards, ensuring all project data is accurately documented and accessible for audits, evaluations, and donor engagement.
Provide technical support and capacity building to program teams on M&E systems, data collection methods, and compliance requirements, including training sessions to enhance the ability of staff and partners to effectively utilize donor-required M&E tools and practices.
Act as a liaison between cross-functional teams (e.g., program design, finance, operations, and implementation) to ensure seamless coordination and alignment with USAID funding requirements.
Facilitate collaboration between departments to streamline work flows, integrate grants into broader program goals and operations.
Provide operational oversight and collaboration to ensure that resource allocation, timelines, and deliverables are aligned with program goals and priorities.
Develop and maintains knowledge management systems, including digital tools like dashboards and visualizations, to capture and share lessons learned and provide real-time insights for data-driven decision-making.
Facilitate learning events and initiatives to enhance organizational understanding and foster a culture of continuous improvement.
Contribute to capacity building for business development and project implementation, as well as coaching and providing expertise and may oversee the work of other professionals and support staff in related disciplines.
What do you bring?Ten or more years relevant experience designing and overseeing robust Monitoring, Evaluation, and Learning (MEL) systems for proposal development and project management.
Extensive experience with USAID's policies and priorities
Certification from a nationally or internationally recognized organization in a related field.
The ability to travel up to 10% of normal schedule.
