The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Job Overview/Summary:
The Senior Health Manager (Technical Support) will provide clinical support, technical support with program operations, and capacity building for health services across 7 refugee camps including the IRC’s emergency response activities. The roles involve conducting clinical consultations, supporting emergency response activities, monitoring and providing close technical support to the health program's financial and procurement processes by acting as the focal point for Integra ERP systems and other program management tools. The role is vital for ensuring that health services are delivered timely and effectively while maintaining alignment with donor regulations, the Ministry of Public Health (MoPH) procedures and international humanitarian guidelines.
Major Responsibilities:
1. Support The IRC’s Emergencies Response Activities
Attend the coordination meeting with stakeholders by creating strong engagement with partners, to collect conflict-related information from the ground sources on evolving humanitarian emergencies along Thai-Myanmar borderSupport Emergency Respond Team with clinical case management, patient referral to secondary and tertiary care centers, emergency cases management as necessary, referred / requested hotlineSupport Emergency Respond Team with monitoring procurement, storage and distribution of medical items and other NFIs as necessary, according to the donor requirements and international humanitarian standards2. Quality Health Services Management
Act as focal point for Quality Assurance, ensure that all the IRC Thailand’s quality health care service deliveries are within international humanitarian standards and adherences to health protocols by periodically monitoring and assessing the status of the IRC Thailand’s health care services incl. health infrastructures by conducting site visits to 7 campsSupport / assist on developing and maintaining of checklist and other work aids and teaching aids tools such as clinical management flow, emergency cases referral and workflow, outbreak contingency plan, etc. from the practical point of view, which will be utilized in the assurance of the IRC’s quality health care service delivery across 7 camps and emergency response activitiesSupport the Capacity Building team in organizing public forums and CBAs engagement across the refugee camps. Provide technical support to improve the client feedback system within the IRC Health ProgramAs a Senior Health Manager, support clinical consultation across multiple health services in the camps, including Outpatient (OPD), Inpatient (IPD), Antenatal (ANC), Postnatal Care (PNC), and delivery rooms particularly when there is a gap in routine Senior Health Managers (SHMs) schedule3. ERP (Enterprise Resource Planning) tools for Health Program
Support health program staff in the usage of ERP tools (Integra, Power BI) and provide necessary training including new hire onboarding proceduresEnsure that all data entered into Integra is accurate, correct, consistent and cleanCollaborate and coordinate with Finance and Supply Chain teams to ensure smooth, efficient and timely procurement processes in the Integra systemOversee the procurement planning of health programs by reviewing and supporting item forecast preparation, submission of items to the workflow, and necessary authorization processesSupport the overview of the health programs’ budget and spending plans through Power BI by monitoring expenditure, pending internal and external commitment payments, monitoring potential underspend and overspend by specific budget lines, and alert budget holders of discrepancies, etc., to ensure all the IRC’s health program expenditures are in line with donor compliance and set program targetsProvide technical support in budget proposals, project planning, and donor reporting4. Support Capacity Building
Provide technical support to capacity building of CBAs across 7 camps accordingly5. Other Responsibilities

Qualifications:
Education:
A degree in Doctor of Medicine (MD) or a Master of Public Health (MPH) or a related field.Work Experience:
Minimum five (5) years working in clinical experience.Strong working experience and background in public health management, budget planning and management, and ERP systemsProven ability to manage multiple projects, work in cross-functional teams, and provide strategic oversight in a humanitarian settingExperience in training and capacity building for health services, especially in emergency response or humanitarian health is beneficial.Demonstrated Skills and Competencies:
Advanced clinical expertise in primary and emergency careStrong project cycle management, financial planning, and ERP knowledge (Integra, Power BI)Competency in Microsoft Windows and Office applications, emails, and relevant health databasesExcellent communication and training skillsExperience in health system strengthening, and communicable disease surveillanceLanguage Skills:
Fluency in English. Proficiency in Burmese, Thai, and Karen is an advantage.Certificates or Licenses:
a valid medical license is required.Working Environment: The position will be based in the IRC office in Mae Sot, with frequent and regular travel to the refugee camps, and the Thai-Myanmar Border area.
