Summary You will serve as a HR SPECIALIST (Labor & Employee Relations) with NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the NAVFAC EXWC Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-12 through GS-14. Position has a control point of GS-13 step 10 level. Responsibilities You will provide authoritative technical advice, guidance, and/or assistance to NAVFAC management and senior leaders on labor relations issues. You will advise high level and executive level management on accomplishing positive progressive discipline. You will mentor junior specialists on labor and employee relations documents for third party review (i.e., counsel, governing boards, management). You will promote the establishment and achievement of the LER program(s) objectives throughout the NAVFAC EXWC and across business lines. You will provide policy guidance and interpretation to staff of all organizational elements dealing with labor union. You will develop communication and counseling procedures to maintain effective relations between management and the workforce. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 to GS-11 or NT-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Addressing Unfair Labor Practice (ULP) charges, petitions for unit recognition, amendments and/or decertification proceedings; 2) Advising managers on case law and providing final decision(s) on BUS Code Determinations; 3) Coordinating negotiations to implement collective bargaining agreement(s); 4) Coordinating command(s) performance management systems for multiple pay systems, such as General Schedule, Wage Grade, and DEMO personnel and 5) Preparing performance, disciplinary, and adverse actions, while ensuring compliance with all legal, regulatory, procedural, and contractual requirements.
