Overview:
Valley Water is seeking a Senior Management Analyst to join the Total Rewards & Data Analytics Unit within our Human Resources Division. This role is essential in leading, planning, assigning, directing, training, and participating in the more complex and difficult work of HRIS and data analytics. The ideal candidate will have extensive experience in feasibility analysis, project planning, auditing, responding to audits, and generating complex management reports. A key part of this role will also involve developing trend analysis tools to drive data-informed decisions and improve HRIS functions.

Key Responsibilities include, but are not limited to:
+ Lead, plan, and direct HRIS projects, including system upgrades, software integrations, and data migrations, ensuring alignment with organizational objectives.
+ Participate in feasibility analysis and project planning for new HRIS initiatives, ensuring strategic alignment with Valley Water’s goals.
+ Conduct thorough audits of HRIS data to ensure accuracy, compliance, and integrity; respond to internal and external audits as needed.
+ Generate complex management reports and data analyses to support decision-making and provide insights into HR trends.
+ Develop and implement trend analysis tools to proactively identify areas for improvement and inform HRIS-related decisions.
+ Provide leadership and training to staff on HRIS and data analytics processes, fostering a collaborative and skilled team environment.
+ Act as a liaison between internal business units and external vendors, ensuring smooth project execution and service delivery.
+ Maintain and update HRIS documentation, ensuring compliance with current policies, MOUs, and federal, state, and local regulations.
+ Recommend and implement process improvements to enhance HRIS functionality, user experience, and data-driven decision-making.
+ Address inquiries and data requests from internal and external stakeholders with timely, accurate, and relevant reports.
+ Collaborate with Payroll, Management, Labor Relations, and other agency-wide stakeholders to resolve high level HRIS-related questions and concerns.

Ideal Experience:
+ Five (5) years of experience performing administrative, operational, or management analysis, particularly within HRIS or data analytics.
+ Extensive experience in leading HRIS projects, including feasibility analysis, project planning, and system audits.
+ Demonstrated ability to develop complex management reports and trend analysis tools that influence HR strategy and decisions.
Ideal Skills and Abilities:
+ Ability to lead and train a team, assign tasks, and manage complex HRIS projects with a focus on continuous improvement.
+ Expertise in auditing, data integrity, and responding to internal and external audit requests.
+ Strong analytical skills with the ability to generate complex reports and perform trend analysis to drive decision-making.
+ Excellent written and verbal communication skills, including public speaking and the ability to present complex data to diverse audiences.
+ Strong time-management, organization, and multitasking skills, with the ability to prioritize work under pressure.
+ Proficiency in HRIS systems, including experience with Infor or similar platforms, and advanced data analytics tools.
+ Commitment to high standards of confidentiality and data security.
Ideal Knowledge:
+ Project/program management techniques and concepts
+ Knowledge related to HRIS management, integration and upgrades.
Ideal Training and Education:
Equivalent to a Bachelor’s degree from an accredited college or university in public administration, business administration, political science, or a related field.
Substitution
Directly related experience may be substituted for the college requirement on a one-and-a-half years for one year of education basis, up to four years.
Required License or Certificate

HRIS & Data Analytics Unit (Position Code 746)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
