Senior HSE Specialist, Pakchong basedOverview:

The Senior HSE specialist plays a key to establish and maintain the health and safety of all people on PCH site.  This will be achieved through the monitoring and evaluating health and safety conditions on site, assuring compliance to Mars Health Safety and Environmental Standards and Thai Safety and Health Regulations.The position is accountable for the development and implementation of the site HSE management system and following the Plan, Do Check & Act (PDCA) process for managing significant risks on site. The position ensures that all the site HSE reporting is accurate and complete, site’s annual HSE communication, awareness and training programs are delivered as per the plan.The role is also responsible for providing a consultation role to all functional and people leaders on PCH site to help them manage safety risks and ensure site HSE compliance.

Provide for a Safe Workplace and Safe Products

Coach, inspire and role model the application of Mars health safety and environmental standards within the site in order to safeguard our associates and the assets we use through the Lead Safety @ Mars Program.Apply the Mars Food Safety and Quality Standards in order to ensure safe products to our consumers.Role model the use and application of the Mars 5 Principles.

Engage & Build a Talented Team

Develop - Work closely with Shift Managers and Reliability Managers to develop solid understanding of HSE Policies and Procedures among all associates in Operations and Technical Teams.Engage -  Mentoring and coaching all shift managers, site associate and contractors to understand HSE priorities, procedures and to perform their routine to align with Mars safety health and environmental management system.

HSE Management System Implementation

Develop and implement HSE Policies and Procedures within the PCH HSE framework to meet or exceed the Mars Global HSE Standard and local Safety and Health regulations.Provide guidance and coaching to all functional and people leaders on site to ensure their functions and teams comply to site HSE Policies and Procedures.Monitor all associates, visitors and contractors to ensure they comply to Mars HSE Policies and Procedures at all time.Lead the HSE Management system external audits to ensure HSE Management system compliance to ISO 45001, ISO 14001 and LRQA standards.Establish and lead the HSE Internal Audit Program for the PCH site.Ensure strict compliance to all Mars Life Saving Standards through deployment of local HSE procedures: LOTO, WPT, WAH, HOT work, confined space, electrical safety, machine guarding, contractor management and permit to work standards.Follow the PCH Site CAPA process to manage any non-conformances as required.Ensure that a robust and highly effective safety committee is managed on site to meet or exceed local government regulatory requirements.

HSE Strategy and Investment Management

Provide input and advise to the Site Leadership Team during the annual site HSE FAB development process.Deploy a rolling 3 year CAB investment plan for HSE based on Life Saving Standards and site specific priorities.Deploy the HSE 3 Year CAB roadmap for the site and work collaboratively with Site Project Engineers to ensure HSE priority plans are kept up to date and identified gaps are closed as per the aligned annual plan.Lead the HSE annual OP plan / budget preparation process and ensure HSE Operational Budget is tracked and maintained to committed targets during the year.Ensure that the site change management process is followed at all times follow the MARA Project Review Process (PRP) / Safe Start Process for all CAB projects on site

HSE Capability, Awareness and Culture Development on Site

Develop and implement the annual HSE Training and Communication Plan in line with Site FAB plan.Develop the site HSE Training Matrix based on local Thai government regulations and ensure training is delivered to all associates and contractors on site to meet or exceed local government requirements.Carry out the skill gap assessment and develop action plan to close skills gaps for Life saving standards.Develop and implement a solid HSE onboarding program for all new associates and contractors on site.Coordinate with site contractor supplier (Manpower) to ensure training and awareness programs are implemented for all contractors.Implement the Site Behaviour Based Safety Program in line established protocols to promote and enhance safety behavior and ensure solid zero accident mindset culture.

Site Risk Management & Control

Establish, monitor & review the effectiveness of risk assessment and mitigation processes at PCH Site.Ensure all facilities with HSE site are compliant to the Emergency Policy and Procedures and ensure a robust training program is in place to prepare the site for any of the identified emergency scenarios.Lead the accident and near miss investigation process by analyzing, handling, reporting, recommending the improvement and preventive measures, follow up on the corrective and preventive actions, ensure report complete in the timely manner.

HSE Reporting & Daily Operations Support

Ensure all internal and external HSE reporting is completed on time to the highest standards.Ensure coordination with government agencies on all regulatory reporting and certification applications.Ensure completion of site safety KPI reporting on the global HSE information system (Enablon)Ensure completion of the Daily Safety HSE Compliance score.Attend Site Daily Panel and the assigned FMOS meeting.Provide support to functional and people leaders to investigate and follow up on daily safety reports.Assist all people leaders to investigate any safety non-compliances and follow the HSE Disciplinary Process as per the Mars Global Safety Responsibility Guidelines.Conduct daily Safety Walks with Shift Managers and Site Leadership Team as required.

This role will play the role of the acting HSE manager in the absence of the HSE Manager and will provide direct support to the PCH Site Director when required.

Qualifications:

Education & Professional Qualification

Bachelor’s Degree or higher in Occupational Health and Safety, Engineering or other related Engineering or Science field.Safety license and/or professional safety office certification in line with Thai Safety and Health regulations will be highly desirable.

Knowledge/Experience

Minimum 10 years working experience in equivalent safety and health position preferable within a multinational manufacturing / FMCG environment.Solid understanding of Thai Health and Safety regulations.Solid understanding of ISO 45011 and ISO 14001.Solid HSE Management System requirements, and processes within manufacturing operations is required.Solid understanding of risk management principles in LOTO, WPT, WAH, Confined Space, Machine Safety & Contractor Management.Project Management experience in driving organization wide improvement programsAbility to adapt to changing organizational and operational needs and ability to lead others through change.Strong team player and leader with ability to work across multiple functions and disciplinesStrict attention to detail mindset.An energized, optimistic ‘can do’ attitude.Demonstrate Mars Five Principles.Good command of spoken and written English.
