LOCATION: This is a regional position that covers the NER. Office location to be determined.
MINIMUM QUALIFICATIONS
• Experience in Adult Protective Investigations Operations as an Adult Protective Investigator, Senior API, HSCIII and/or APS Supervisory positions.
• A bachelor's degree from an accredited college or university and four years of professional experience in health, social, economic or rehabilitative programs preferred.
• Professional or nonprofessional experience as required above can substitute on a year-for-year basis for the required college education.
DESCRIPTION
This is a professional position with a high level of responsibility with the NER Adult Services Program Office that involves planning, staff development, community outreach, management, and quality assurance activities. The person occupying this position works closely with other departmental staff and community representatives. The duties and functions of this position are carried out in conformity with statewide policies and procedures to assure compliance with applicable federal and state laws, rules, and regulations. This position requires expertise in training, management, monitoring, and administration of Adult Protective Services Programs with extensive knowledge of Adult Protective Services concepts and programs, federal and state laws, rules, and regulations related to Adult Protective Services. Travel within the region is required. Work is performed under the supervision of the Region Program Supervisor.
Duties include, but are not limited to the following:
DEVELOPMENT/INTERPRETATION OF POLICY
Research Investigation and Human Services Counselor III related statutes, rules and policies and coordinate requests for information from operations staff and other entities utilizing Adult Services HQ in Tallahassee to provide clarification to requestors. Receive and provide clarification regarding policy and procedure to operational staff and other entities-research and development/interpretation of Regional policy based on an assessment of needs. Distribute finalized policy to operational staff. Review and compare existing policies, procedures, rules, and statutes as provided. Respond to any discrepancies or need for clarification and submit comments to the requestor. Plans and participates in monthly staff meetings with Regional Program Supervisor.
TRAINING AND STAFF DEVELOPMENT
Coordinate Region Pre-Service training and In-Service training for Adult Services staff with Program Administrater and Unit Supervisors within the Region. Provide all Region Adult Services Staff with systems computer training in within the NER. Determine in-service topics and monitoring non-compliance, new policies/procedures, requests from operational staff and other entities. Arrange, prepare and conduct community training for ALF, AFCH, Law Enforcement, State Attorney's Offices, Skilled Nursing Facilities, Agency for Person with Disabilities (APD), Agency for Health Care Administration (AHCA), as well as assist in other DCF training as need within the NER.
PROGRAMMATIC MONITORING/QUALITY IMPROVEMENT
Develop monitoring schedules for Adult Services Staff for the NER operational units at minimum semi-annually. Review cases/reports for compliance with standards using appropriate HQ monitoring tools. Provides some leadership, direction, and support for all staff to develop program objectives, training, and quality assurance and program initiatives and plans for Adult Services within the NER. Develop and assure compliance with all program objectives, performance standards, and quality improvement plans. Participate in the evaluation of services delivery and compliance with program requirements through the analysis of Quality data, other levels of monitoring, and other management reports. Obtain and monitor Corrective Action Plans and develop Quality Improvement Plans based on results of monitoring.
