Role Description

Arcadis is looking for a Senior Instrumentation & Controls (I&C) Engineer with a strong background in the municipal water and wastewater industry to join our growing team in Los Angeles, California. In this role, you will collaborate with a team of experienced professionals, providing technical leadership and design consulting services on instrumentation, control systems, and associated network and communications infrastructure for municipal water and wastewater conveyance and treatment facilities. As a senior engineer, you will also have the opportunity to work with other I&C leaders within Arcadis on project pursuits and help drive the growth of our municipal water and wastewater practice through industry involvement and leadership.

Role Accountabilities:

As a Senior I&C Engineer, you will take a leadership role in the technical design and construction of standalone automation systems as well as large, multidiscipline projects. You will work in a collaborative environment to evaluate and design control system solutions that meet client needs, while leading complex SCADA projects and providing I&C leadership across various multidiscipline teams. A key part of your responsibilities will include project and task management, where you will oversee budgets and delivery schedules to ensure that each assignment is completed successfully and on time.

You will prepare a range of technical documents, including technical memorandums, SCADA system architectures, communications system designs, process and instrumentation diagrams (P&IDs), SCADA network diagrams, process control functional narratives, specifications, control schematics, panel layout diagrams, and other I&C design documents. You will also be responsible for coordinating with process, mechanical, and electrical engineers assigned to each project and providing engineering services during construction. This includes reviewing equipment and software submittals, shop drawings, and responding to contractor RFIs (requests for information).

In addition to design work, you will conduct field inspections during construction, monitor safety compliance, and perform general quality assurance and quality control (QA/QC) of completed work. Your role will also involve participation in factory testing, site acceptance testing, and system startup activities. Furthermore, you will develop project/task scopes, schedules, and budgets for new projects, and contribute to regional I&C initiatives. As a senior leader, you will also be responsible for mentoring junior staff and providing oversight to help them grow in their roles.

Required Qualifications:

A successful candidate for this position will have a Bachelor’s degree in electrical or controls engineering or a closely related field, along with at least 15 years of experience in I&C, automation, and SCADA system design and implementation, particularly in the water and wastewater market. A Professional Engineer (PE) license or the ability to obtain one within 6 months of joining is required.

Key Skills and Attributes:

The ideal candidate will have strong communication skills, both oral and written, and the ability to work independently while managing multiple assignments simultaneously. You should be experienced in applying instrumentation and controls to process and electromechanical equipment, and in designing and specifying SCADA HMI and PLC hardware and software systems. Experience with industrial network design and implementation, as well as designing communications networks to support SCADA systems, is also essential. A background in water/wastewater process control and familiarity with AutoCAD and Revit are desirable. Proficiency in Microsoft Office (Word, Excel, MS Project, and Outlook) is also required, as is a valid driver’s license and a clean driving record with the ability to travel up to 25%.

Preferred Qualifications 

Preferred qualifications include experience in proposal development, business development, and participation in industry committees or presentations. Knowledge of industrial security for process control systems, PLC/HMI programming, and staff development and mentorship experience are also highly desirable.

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
