Arlluk Technology Solutions LLC, a Koniag Government Services subsidiary, is seeking skilled professionals to support the Defense Health Agency's Technology Support Branch (TSB) in providing flexible, agile delivery services for various Military Health System (MHS) applications. The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. The ideal candidate will contribute to application development and sustainment, focusing on delivering high-quality solutions across ten core IT domains, including configuration management, cybersecurity, digital transformation, software engineering, and application support. This position requires expertise in agile methodologies and the ability to work collaboratively within a dynamic military healthcare environment. Arlluk Technology Solutions is seeking an experienced Senior IBM Database Engineer to lead the design, implementation, and management of IBM database systems supporting critical MHS applications. The ideal candidate will have extensive knowledge of IBM database technologies and experience in managing large-scale database environments within a healthcare context. Essential Functions, Responsibilities & Duties may include, but are not limited to: The Senior IBM Database Engineer will be responsible for overseeing the architecture, performance, and security of IBM database systems. Key responsibilities include: Design and implement robust database architectures for MHS applications using IBM database technologies. Lead the installation, configuration, and maintenance of IBM database systems (e.g., Db2, Informix). Develop and implement database optimization strategies to ensure high performance and scalability. Design and manage backup and recovery processes to ensure data integrity and business continuity. Implement and maintain database security measures, including access controls, encryption, and auditing. Collaborate with application developers to optimize database designs and SQL queries. Plan and execute database upgrades, migrations, and patch management with minimal downtime. Conduct capacity planning and resource allocation for database systems. Implement and manage high-availability and disaster recovery solutions for critical databases. Mentor junior database administrators and provide technical leadership to the team. Stay current with IBM database technologies and industry best practices, recommending improvements as appropriate. Ensure compliance with government regulations and security requirements in database management practices. Education and Experience: Required: Bachelor's degree in Computer Science, Information Technology, or related field with 5-7 years of experience in IBM database administration and engineering, or Master's degree in a relevant field with 3-5 years of experience in IBM database administration and engineering, or PhD in a relevant field with 0-2 years of experience in IBM database administration and engineering Required Skills and Competencies: Extensive experience with IBM database technologies, particularly Db2 and Informix Advanced knowledge of SQL and database programming Expertise in database performance tuning, query optimization, and indexing strategies Proficiency in implementing and managing high-availability and disaster recovery solutions Strong understanding of database security best practices and implementation Experience with IBM database tools and utilities for administration and monitoring Knowledge of data modeling and database design principles Familiarity with ETL processes and data warehousing concepts Strong problem-solving and analytical skills Excellent communication and leadership skills Experience mentoring junior team members and promoting best practices Ability to obtain and maintain a Public Trust clearance Desired Skills and Competencies: Experience working in government or military healthcare environments Knowledge of healthcare IT systems and standards (e.g., HL7, FHIR, DICOM) Familiarity with other database platforms (e.g., Oracle, SQL Server) for heterogeneous environments Experience with IBM Cloud database services and hybrid cloud architectures Knowledge of DevOps practices and database automation tools Familiarity with big data technologies and their integration with IBM databases Experience with database replication and data integration technologies Understanding of data governance and compliance requirements (e.g., HIPAA, FISMA) Knowledge of containerization technologies and their impact on database management IBM certifications related to database administration and engineering (e.g., IBM Certified Database Administrator - Db2) Working Environment & Conditions This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
