The Opportunity:
The Senior Information Technology Manager is assigned to the National Leadership Command Capabilities Management Office (NMO) to provide technical expertise and analysis on Nuclear Command, Control Communication (NC3); Senior Leaders Communications (SLC); and Continuity of Operations/Continuity of (COOP/COG) mission areas. As a senior IT manager, you will leverage your experience, technical expertise, contacts, a cooperative communications skills to support coordination with Congressional and Presidential staff, SecDef Staff, the Services, and other related committees and working groups. The Senior IT manager prov technical/management leadership on major tasks or work assignments and plays a vital role in shepherding key programs, collaborating with stakeholders and project managers, resolving budget or technical issues, and delivering successful program results within the scope, schedule, and budget of the program. The Senior IT manager is a recognized trusted advisor and leader to government and contract personnel, working groups, stakeholders and senior government leadership.


Responsibilities:

Policy and Governance - support the research, draft policy and develop all necessary guidance documents such as terms of reference (TOR Concepts of Operation (CONOPS), Overarching Strategy and charters that provide guidance for successful operation of NLCC governance forums

provide technical expertise and analysis support for the development of reports to Congress, the Deputy’s Management Action Group (DMAG), and the General Accountability Office

support in the coordination of conferences and the development of briefings and briefing materials for use by senior leadership within the DoD CIO/NLCC relating to the Council on the Oversight of National Leadership Command, Control and Communications System and associated governance form

provide technical and analytical support for development and update of the DoD Issuances related to NLCC missed areas

support the preparation of documents in response to Congressional inquired - support the development of key NLCC

related JCIDS documentation using capability gap analysis, metric development and requirements traceability Program/Project Management

provide technical expertise, analysis support and policy expertise for national security systems initiatives supporting NLCC, including continuity communicate - support the coordination for conferences and meetings by the development of briefings and briefing materials for senior leadership within the DoD CIO/NLCC as it pertains to Pentagon resiliency efforts, national security systems interagency initiatives

provide technical and analytical support for the coordination and participation with the National Security and Preparedness (NS/EP) Communications Executive Committee, technical interchange meetings and program

support initiatives by leveraging knowledge of the Joint Capabilities Integration and Development System (JCI Defense Acquisition System (DAS), and the planning, programming, budgeting, and execution (PPBE) pro Planning, Programming and Budget Executive

support the development of NLCC policy, strategy, and concept documentation, portfolio management and budget oversight

consolidate applicable guidance from DoD policy, strategy, and requirements documents and prepare annual DoD CIO Capabilities Programming Guidance to the DoD components to communicate DoD CIO resourcing priori - using the results of analysis, coordinate the DoD CIO's annual PBR focus team guidance to ensure a structured disciplined process for identification, review, integration, and justification of potential NLCC - support PBR focus team integration activities during issue paper development, management review, integrated final submission to Director, Cost



Qualifications:

Required: 

Active TS/SCI required. - Master's degree (MA/MS) in Information Technology, Computer Science, or related technical discipline and a minimum of 15 years of total experience in a relevant field, showcasing exceptional expertise.

Proven Project Manager experience to handle multimillion dollar programs.

Self-motivated hard charger that is comfortable with rapidly evolving changes in a highly visible dynamic environment.

Strong writing skills able to provide final executive level briefing slides, correspondence and package reviews.

Knowledge of DOD (services, components, COCOMs, etc.) and the various players that are stakeholders in the Senior leader communications mission domains.

Technical expertise and skills with office products (word, excel, teams etc).

Outstanding communication and interpersonal skills, with the ability to serve as a customer-facing expert



Desired:

Working knowledge of Microsoft Project for the Web

Preferred experience with evaluating systems, requirements, documents, and projects regarding Federal cybersecurity requirements and FISMA controls

Working knowledge of pentagon processes and offices

The proposed salary range for this position is:

$99,800 - $219,600
